Consignments are to be free from pests, soil, weed seeds and extraneous material.

This ICR applies to barley straw.

Barley straw for scientific research may be imported under a research letter of authority. Regulations for this are stipulated under Commission Delegated Regulation (EU) 2019/829. If a letter of authority is obtained, no phytosanitary certificate is required and no phytosanitary inspection by an Authorised Officer is required.

To have a letter of authority endorsed by the National Plant Protection Organisation (NPPO) of Australia, the exporter is to provide consignment details, including photographs of the seeds and packaging, to Grain.Export@aff.gov.au along with a copy of the letter of authority.

If no letter of authority is used, the consignment must be inspected by an Authorised Officer and a phytosanitary certificate must be issued.

It is the exporter’s responsibility to ensure that the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.

NPPO advice received on 4 November 2025 and Commission Implementing Regulation (EU) 2019/2072.
