Note: From 6th July 2026, phytosanitary certificates accompanying goods entering the EU are required to endorse additional declaration statements as per the Minimum wording of the Additional Declarations for Annex V of Implementing Regulation (EU) 2019/2072 dated November 2025.
Note: The European Union requires freedom from Stem and bulb nematode (Ditylenchus dipsaci) since this is listed as a Regulated Non-Quarantine Pest (RNQP). As stated in 2, Annex V, Part E of Regulation (EU) 2019/2072, all Allium cepa seeds require crop inspection, laboratory testing or a combination of chemical or physical treatment and laboratory testing to endorse freedom from Stem and bulb nematode.
Re-export certification (i.e. Australian seed being exported that will be re-exported from the Netherlands):
For any consignment that contains seed intended to be re-exported from the Netherlands, the exporter is to advise the Authorised Officer at the time of making an appointment for inspection.
Requests by exporters for additional endorsements of seed for sowing being exported to the Netherlands may be complied with where it is known that the seed is to be re-exported to another destination through a re-export phytosanitary certificate.
Exporters who require a new EXDOC Endorsement for re-export purposes are to provide written evidence of the additional declaration that needs to be endorsed on the phytosanitary certificate. Requests are to be emailed to MicorPlants@aff.gov.au for action. Each endorsement in this Micor case is only valid for 12 months. If exporters want the endorsement extended beyond the current validity date, they need to contact GSEP at Grain.Export@aff.gov.au to request such an extension.
Seeds which will not be re-exported from the Netherlands require Endorsement 6036, 6037 or 6038.

Explanation of the endorsements:
- Potato nematode (Ditylenchus destructor), Lesser bulb fly (Eumerus tuberculatus), Stone-leek leaf miner (Liriomyza cepae), Tomato black ring virus, Karnal bunt (Tilletia indica), Black rot (Xanthomonas axonopodis pv. allii/Xanthomonas euvesicatoria pv. allii) and Colchichum smut (Urocystis colchici) are not known to occur in Australia. No supporting evidence is required to endorse freedom from these pests.
- A crop inspection certificate is required to endorse freedom from all other pests listed.
- Pseudomonas alliicola is a synonym of Burkholderia gladioli pv. alliicola.
Endorsements 6036, 6037 and 6038:
- Apply to seeds which will not be re-exported from the Netherlands.
- Crop inspection certificate finding no symptoms of Stem and bulb nematode (Ditylenchus dipsaci) or laboratory testing certificate must be presented to the department at time of authorisation.
If Endorsement 6038 is selected, the seeds must be subjected to an appropriate chemical or physical treatment against Stem nematode (Ditylenchus dipsaci).
If the seeds are treated:
Option 1 (EXDOC Endorsement 8318) – valid to 12 December 2026

Part E (vegetable seed) - 15(d) The planting material has been subjected to an appropriate chemical or physical treatment against Stem and bulb nematode (Ditylenchus dipsaci) and the seeds have been found to be free of Stem and bulb nematode (Ditylenchus dipsaci) after laboratory tests on a representative sample.
