The MICoR case relates to the following species of citrus:
  • Citrus sinensis (Oranges)
  • Citrus reticulata (Mandarins)
  • Citrus paradisi (Grapefruit)

Consignments are to be free from pests, soil, weed seeds and extraneous material.


Original and certified translation of the import permit must be presented to the Authorised Officer at the time of inspection.


Explanation of fruit fly pest free areas (PFAs)

The following areas are recognised as pest free areas for Queensland fruit fly (Bactrocera tryoni) and Mediterranean fruit fly (Ceratitis capitata):

  •              Tasmania
AND
Exporters sourcing fruit from the Riverland must present a State government certificate at the time of inspection which states all fruit was sourced from properties outside the suspension areas.

Fruit sourced from these areas are not required to undergo treatment.

All states and territories of Australia, except Western Australia, are recognised as being free of Mediterranean fruit fly (Ceratitis capitata).
Western Australia is recognised as being free from Queensland fruit fly (Bactrocera tryoni).

Explanation of the endorsements:

Endorsement 1486:

Applies to consignments that originate from Tasmania and/or the Riverland (excluding suspension area/s).

Endorsement 1488:

Applies to consignments with fruit sourced from all states apart from Western Australia, Tasmania and the Riverland District, which has been subject to on-shore cold treatment or fumigation. 

Endorsement 1503

Applies to consignments with fruit sourced from Western Australia which has been subject to on-shore cold treatment or fumigation. 
Consignments sourced from outside a fruit fly PFA must undergo an appropriate treatment for Queensland fruit fly or Mediterranean fruit fly before export.

Cold Treatment:

Cold treatment must be conducted and completed in Australia prior to loading (onshore).

Cold treatment for Queensland fruit fly (Bactrocera tryoni):

Oranges and Mandarins:

  • 0 degrees Celsius, or below, for 13 days;

OR

  • 0.56 degrees Celsius, or below, for 14 days;

OR

  • 3 degrees Celsius, or below, for 16 days.

Grapefruit:

  • 3 degrees Celsius, or below, for 14 days.

Cold treatment for Mediterranean fruit fly (Ceratitis capitata):

Oranges:

  • 3 degrees Celsius, or below, for 20 days.

Mandarins:

  • 1.11 degrees Celsius, or below, for 15 days;

OR

  • 1.67 degrees Celsius, or below, for 17 days

Grapefruit:

  • 1.11 degrees Celsius, or below, for 14 days;

OR

  • 1.67 degrees Celsius, or below, for 16 days;

OR

  • 2.22 degrees Celsius, or below, for 18 days.

Fumigation:

Fumigation with Methyl bromide: 

  • 48 grm/m3 at 11-15.9 degrees Celsius for 2 hours;

OR

  • 40 grm/m3 at 16-20.9 degrees Celsius for 2 hours;

OR

  • 32 grm/m3 at ≥21 degrees Celsius for 2 hours.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 1486)
1) The fruit in this consignment was produced in Tasmania or the Riverland which are recognised as free from Queensland fruit fly (Bactrocera tryoni) and Mediterranean fruit fly (Ceratitis capitata).
2) A representative sample was inspected and found free of Oleander scale (Aspidiotus nerii) and Citrus flat mite (Brevipalpus lewisi).

Option 2 (EXDOC Endorsement 1488)
1) The fruit in this consignment was produced in an area unaffected by Mediterranean fruit fly (Ceratitis capitata).
2) The consignment has been treated with an appropriate disinfestation treatment for Queensland fruit fly (Bactrocera tryoni).
3) A representative sample was inspected and found free of Oleander scale (Aspidiotus nerii) and Citrus flat mite (Brevipalpus lewisi).

Option 3 (EXDOC Endorsement 1503)
1) The fruit in this consignment was produced in an area unaffected by Queensland fruit fly (Bactrocera tryoni).
2) The consignment has been treated with an appropriate disinfestation treatment for Mediterranean fruit fly (Ceratitis capitata).
3) A representative sample was inspected and found free of Oleander scale (Aspidiotus nerii) and Citrus flat mite (Brevipalpus lewisi).
