Consignments are to be free from pests, soil, weed seeds and extraneous material.


It is the exporter’s responsibility to ensure that the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


This ICR applies to any oats with the 'purpose of import' listed as 'manufacture' and/or 'processing'.

Explanation of the endorsement:
  • Applies to consignments issued with an import permit which requires an additional declaration for pests of quarantine concern, due to the presence of viable seeds or plant material.
  • Philippine downy mildew (Peronosclerospora philippinensis), Sorghum downy mildew (Peronosclerospora sorghi), Sugar cane downy mildew (Peronosclerospora sacchari) and Maize dwarf virus are not known to occur in Australia. Freedom from these pests may be endorsed without any supporting evidence.
  • An area freedom certificate must be provided as evidence that the product is sourced from an area free from Sugarcane mosaic virus.
  • An exporter declaration must be provided as supporting evidence that the product has been sourced from an area where no wild sugarcane varieties, sugarcane or maize are grown.

Consignments are to be fumigated with:

Methyl bromide

  • 48 grm/m3 for 24 hours at 21 degrees Celcius or above under NAP

OR

  • 56 grm/m3 for 24 hours at 19 degrees Celcius under NAP

OR

  • 80 grm/m3 for 48 hours at 21 degrees Celcius under NAP

OR

  • 90 grm/m3 for 48 hours at 20 degrees Celcius under NAP
OR

Alternative fumigant / substance as approved by NPPO.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

2) Sugar cane mosaic virus is known not to occur in the area of production,
3) The oats originate from an area where wild sugar cane varieties, sugar cane and maize are not grown.
