MICoR case applies to manufactured stockfeed including maize (Zea mays) ingredients.


Consignments are to be free from pests, soil, weed seeds and extraneous material.

The consignment must not contain animal proteins. The exporter is to provide evidence such as a manufacturer's certificate and/or an exporter's declaration attesting that the product does not contain any animal proteins.

Components of the feed should be steam extruded and be in pellet, ground, flaked, milled, split or powdered form. The products should also contain feed components that have been subject to heat and pressure treatment (e.g. micronisation, steam rolling, compression, drying/hot air drying or any other acceptable processing). 

The consignment should not contain any viable seeds or plant material.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

Explanation of the endorsements: 

One of the following endorsements must be provided on the phytosanitary certificate if required by the import permit. The exporter is to select the appropriate Endorsement option based on the import permit and the manufacturing process of the product to be exported.

Endorsement 6449:
  • Applies to consignments where no declaration for pests of quarantine concern is required. Proof of the non-viability of seed and plant materials including the details of treatments is required.

Endorsement 6452:
  • Applies to consignments issued with an import permit which requires an additional declaration for pests of quarantine concern, due to the presence of viable seeds or plant material.
  • Stewart's wilt of maize (Pantoea stewartii subsp. stewartii), Goss's bacterial wilt and leaf blight (Clavibacter michiganenesis subsp. nebraskensis), Ergot (Claviceps gigantea), Philippine downy mildew (Peronosclerospora philippinensis), Sorghum downy mildew (Peronosclerospora sorghi), Sugar cane downy mildew (Peronosclerospora sacchari) and Maize dwarf virus are not known to occur in Australia. Freedom from these pests may be endorsed without any supporting evidence.
  • A laboratory analysis certificate or area freedom certificate must be provided as evidence that the consignment is confirmed free from Sugarcane mosaic virus (SCMV).

If stated on the import permit, consignments must be fumigated with either methyl bromide at 32 grm/m3 for 24 hours at 28 degrees Celsius or above under NAP, or another approved fumigant at manufacturer's requirements.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 6449)
1) The seeds in this consignment have been processed by milling, crushing, heat and/or pressure treatments and contains no viable seeds or plant material.

Option 2 (EXDOC Endorsement 6452)

1) The components of the feed have been steam extruded and are in pellets, ground, flaked, milled, split or powdered form,
2) Stewart's wilt of maize (Pantoea stewartii subsp. stewartii), Goss's bacterial wilt and leaf blight (Clavibacter michiganenesis subsp. nebraskensis), Ergot (Claviceps gigantea), Philippine downy mildew (Peronosclerospora philippinensis), Sorghum downy mildew (Peronosclerospora sorghi), Sugar cane downy mildew (Peronosclerospora sacchari) and Maize dwarf virus are not known to occur in Australia,
3) Consignment was found free of Sugarcane mosaic virus (SCMV) through official testing or area freedom.
