Consignments are to be free from pests, soil, weed seeds and extraneous material.
 
The import conditions apply to: 
  • Steam extruded horse feed; 
  • Products which are muesli type and/or steam extruded feeds;
  • Products containing components that have been steam extruded and are in pellets, ground, flaked, milled, split or powdered form. The products may contain seeds of maize (Zea spp), oat (Avena spp), barley (Hordeum spp) and/or sunflower (Helianthus spp); 
  • Products containing components that have been subject to heat and pressure treatment (e.g. micronisation, steam rolling, compression, drying/hot air drying or any other acceptable processing). The products may contain seeds of maize (Zea spp), oat (Avena spp), barley (Hordeum spp) and/or sunflower (Helianthus spp); and
  • Products containing components that have been steam extruded and are in pellets, ground, flaked, milled, split or powdered form. The products also contain components that have been subject to heat and pressure treatment (e.g. micronisation, steam rolling, compression, drying/hot air drying or any other acceptable processing). The products may contain seeds of maize (Zea spp), oat (Avena spp), barley (Hordeum spp) and/or sunflower (Helianthus spp). 
 

One of the following endorsements must be provided on the phytosanitary certificate if required by the import permit. The exporter is to select the appropriate Endorsement option based on the import permit, the ingredients and the manufacturing process of the product to be exported.

Explanation of the endorsements

No endorsement:

  • Applies to horse feed issued with an import permit which does not require an additional declaration for the manufacturing process, seed viability or pests of quarantine concern.


Endorsement 5185:

  • Applies to steam extruded horse feed.
  • The import permit does not include any additional declaration requirements for pests of maize (Zea spp), oat (Avena spp), barley (Hordeum spp) and/or sunflower (Helianthus spp) seed.

Endorsement 5187:

  • Applies to products which are a combination of steam extruded and muesli type feeds.
  • The import permit does not include any additional declaration requirements for pests of maize (Zea spp), oat (Avena spp), barley (Hordeum spp) and/or sunflower (Helianthus spp) seed.
 
Endorsement 6390:
  • Applies to products containing components that have been steam extruded and are in pellets, ground, flaked, milled, split or powdered form.
  • The import permit does not include any additional declaration requirements for pests of maize (Zea spp), oat (Avena spp), barley (Hordeum spp) and/or sunflower (Helianthus spp) seed.
 
Endorsement 6391:
  • Applies to products containing components that have been steam extruded and are in pellets, ground, flaked, milled, split or powdered form.
  • The product contains maize (Zea spp) seed of Australian origin.
  • An area freedom certificate must be provided as evidence that the Zea spp seed in the product is free from Sugarcane mosaic virus.
  • The product does not contain any oat (Avena spp), barley (Hordeum spp) or sunflower (Helianthus spp) seeds.
Endorsement 6392:
  • Applies to products containing components that have been steam extruded and are in pellets, ground, flaked, milled, split or powdered form.
  • The product contains maize (Zea spp) seed of Australian origin.
  • A laboratory analysis certificate must be provided as evidence that the Zea spp seed in the product has been tested and found free from Sugarcane mosaic virus.
  • The product does not contain any oat (Avena spp), barley (Hordeum spp) or sunflower (Helianthus spp) seeds.
Endorsement 6393:
  • Applies to products containing components that have been steam extruded and are in pellets, ground, flaked, milled, split or powdered form.
  • The product contains oat (Avena spp) seed of Australian origin.
  • An area freedom certificate must be provided as evidence that the Avena spp seed in the product was sourced from an area free of Sugarcane mosaic virus and Head blight of maize (Fusarium graminearum).
  • An exporter declaration must be provided as supporting evidence that the Avena spp seed in the product has been sourced from an area where no wild sugarcane varieties, sugarcane or maize are grown.
  • A laboratory analysis certificate must be provided as evidence that the Avena spp seed in the product has been tested and found free from Stem and bulb nematode (Ditylenchus dipsaci) and Leaf blotch (Pyrenophora chaetomioides).
  • The product does not contain any maize (Zea spp), barley (Hordeum spp) or sunflower (Helianthus spp) seeds.
Endorsement 6394:
  • Applies to products containing components that have been steam extruded and are in pellets, ground, flaked, milled, split or powdered form.
  • The product contains barley (Hordeum spp) seed of Australian origin.
  • Visual inspection by an Authorised Officer is sufficient to endorse freedom from Ergot (Claviceps purpurea).
  • A laboratory analysis certificate must be provided as evidence that the Hordeum spp seed in the product has been tested and found free from Loose smut of barley (Ustilago nuda), Loose smut of oats (Ustilago avenae) and Barley Stripe Mosaic Virus.
  • The product does not contain any maize (Zea spp), oat (Avena spp) or sunflower (Helianthus spp) seeds.
Endorsement 6395:
  • Applies to products containing components that have been steam extruded and are in pellets, ground, flaked, milled, split or powdered form.
  • The product contains sunflower (Helianthus spp) seed of non-Australian origin.
  • A laboratory analysis certificate or a treatment certificate must be provided as evidence that the Helianthus spp seed in the product has been tested and found free of, or appropriately treated for, Downy mildew of sunflower (Plasmopara halstedii).
  • Visual inspection by an Authorised Officer is sufficient to endorse freedom from Bruchids (Bruchidius spp) and Larger cabinet beetle (Trogoderma versicolor).
  • The product does not contain any maize (Zea spp), oat (Avena spp) or barley (Hordeum spp) seeds.
Endorsement 6396:
  • Applies to products containing loose grains/seeds that have been micronised or irradiated.
  • The product contains maize (Zea spp), oat (Avena spp) and barley (Hordeum spp) seed of Australian origin and sunflower (Helianthus spp) seed of non-Australian origin.
  • An area freedom certificate must be provided as evidence that the Zea spp seed in the product is sourced from an area free from Sugarcane mosaic virus.
  • An area freedom certificate must be provided as evidence that the Avena spp seed in the product is sourced from an area free from Sugarcane mosaic virus and Head blight of maize (Fusarium graminearum).
  • An exporter declaration must be provided as supporting evidence that the Avena spp seed in the product has been sourced from an area where no wild sugarcane varieties, sugarcane or maize are grown.

  • A laboratory analysis certificate must be provided as evidence that the Zea spp seed in the product has been tested and found free from Sugarcane mosaic virus.

  • Visual inspection by an Authorised Officer is sufficient to endorse freedom from Ergot (Claviceps purpurea).
  • A laboratory analysis certificate must be provided as evidence that the Hordeum spp seed in the product has been tested and found free from Loose smut of barley (Ustilago nuda), Loose smut of oats (Ustilago avenae) and Barley Stripe Mosaic Virus.

  • A laboratory analysis certificate must be provided as evidence that the Zea spp seed in the product has been tested and found free from Sugarcane mosaic virus.
  • A laboratory analysis certificate or a treatment certificate must be provided as evidence that the Helianthus spp seed in the product has been tested and found free of, or appropriately treated for, Downy mildew of sunflower (Plasmopara halstedii).
  • Visual inspection by an Authorised Officer is sufficient to endorse freedom from Bruchids (Bruchidius spp) and Larger cabinet beetle (Trogoderma versicolor).
Endorsement 6410:
  • Applies to products containing grains/seeds that have been micronised or irradiated.
  • The product contains maize (Zea spp) and barley (Hordeum spp) seeds of Australian origin and sunflower (Helianthus spp) seed of non-Australian origin.
  • A laboratory analysis certificate must be provided as evidence that the Zea spp seed in the product has been tested and found free from Sugarcane mosaic virus.
  • Visual inspection by an Authorised Officer is sufficient to endorse freedom from Ergot (Claviceps purpurea).
    A laboratory analysis certificate must be provided as evidence that the Hordeum spp seed in the product has been tested and found free from Loose smut of barley (Ustilago nuda), Loose smut of oats (Ustilago avenae) and Barley Stripe Mosaic Virus.
  • A laboratory analysis certificate or a treatment certificate must be provided as evidence that the Helianthus spp seed in the product has been tested and found free of, or appropriately treated for, Downy mildew of sunflower (Plasmopara halstedii).
  • Visual inspection by an Authorised Officer is sufficient to endorse freedom from Bruchids (Bruchidius spp) and Larger cabinet beetle (Trogoderma versicolor).

The consignment must not contain animal proteins. The exporter is to provide evidence such as a manufacturer's certificate and/or an exporter's declaration attesting that the product does not contain any animal proteins.
 
The consignment must not contain any viable seeds or viable plant material. A representative sample must be inspected by an Authorised Officer for certifying freedom from viable seed and viable plant material.
 
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
It is the exporter’s responsibility to ensure that the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.
Import permits may require consignments to be accompanied by a Veterinary Health Certificate. Exporters must contact the Grain and Seed Export Program (Grain.Export@awe.gov.au) prior to export if they require a Veterinary Health Certificate.
 
Note:
  • Fusarium graminearum is a synonym of Gibberella zeae.
If stated on the import permit, consignments must be fumigated with either methyl bromide at 32 grm/m3 for 24 hours at 28 degrees Celsius or above under NAP, or another approved fumigant at manufacturer's requirements.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.
