Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Import permit number and date of issue of the permit must be quoted in the import permit section of the phytosanitary certificate.

Seeds must not be packed in straw or unsterilised sphagnum moss.

Explanation of the endorsements

Endorsement 7744:
  • Endorsements are only to be used if required by the import permit. If no additional declaration requirements are specified on the import permit, a phytosanitary certificate with nil additional declaration is to be issued.
  • Pierce's disease (Xylella fastidiosa) is not known to occur in Australia. No evidence is required to endorse freedom from this pest.
  • An area freedom certificate, a crop inspection report or a laboratory analysis certificate is required as evidence to endorse freedom from Canker of almonds (Botryosphaeria dothidea), Cocoa ceratocystis wilt (Ceratocystis moniliformis), Ceratocystis blight (Ceratocystis fimbriata), Chestnut blight (Cryphonectria parasitica), Beech canker (Cryphonectria gyrosa) and Eucalyptus canker (Cytospora eucalypticola).
  • Visual inspection by an Authorised Officer is sufficient to endorse freedom from San Jose scale (Diaspidiotus perniciosus), Rutherglen bug (Nysius vinitor), Indian white wax scale (Ceroplastes ceriferus), Red wax scale (Ceroplastes rubens) and African black beetle (Heteronychus arator).
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

If specified on the import permit, consignments are to be treated with suitable broad spectrum insecticide and fungicide at manufacturer's recommended rate.

3) A representative sample was inspected and found free of San Jose scale (Diaspidiotus perniciosus), Rutherglen bug (Nysius vinitor), Indian white wax scale (Ceroplastes ceriferus), Red wax scale (Ceroplastes rubens) and African black beetle (Heteronychus arator).
