A phytosanitary certificate is issued only when specified on the import permit. If a phytosanitary certificate is required, it must be issued within fourteen (14) days prior to export.
Additional declarations are only to be endorsed on the phytosanitary certificate when the import permit specifically states this requirement. If the import permit states that a phytosanitary certificate is required but does not specify any additional declaration for a particular pest or disease, the phytosanitary certificate will be issued with nil Additional Declaration.
Where applicable, the exporter is to provide evidence attesting to the endorsement and to present to the Authorised Officer at the time of inspection.
Wheaten chaff is a prescribed good, therefore an RFP must be raised, the product inspected by an Authorised Officer and an export permit issued even if the import permit states that a phytosanitary certificate is not required.
