Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Malaysian import permits may be issued with varying additional declaration and treatment requirements. Exporters must refer to the import permit to verify the requirements for their consignment.

The botanical name of the timber must be stated in the Additional Product Description Field of the RFP and must match the details on the import permit. To enable the field on the RFP the exporter must submit a request to the EXDOC Plant Programs via email (EXDOCPlantPrograms@awe.gov.au).

This ICR case applies to sawn timber only.

All sawn timber must be debarked with a tolerance or allowance of up to 5%.

The Export Control Act 2020 and the Export Control (Wood and Woodchips) Rules 2021, require an export licence issued by the Department of Agriculture, Fisheries and Forestry for any exports of two tonnes or more of:

  • woodchips;
  • wood in the round (i.e. logs);
  • wood with a cross-sectional area of at least 225 square centimetres

These are considered 'prescribed goods' under the Export Control (Wood and Woodchips) Rules 2021. 

A licence is not required for the above listed wood and woodchips if:
  • the wood or woodchips are sourced from an area covered by a Regional Forest Agreement (RFA). Details regarding the areas covered by RFAs can be found here: https://www.agriculture.gov.au/forestry/policies/rfa.
  • the wood or woodchips are derived from trees harvested outside Australian territory, including those transiting through Australia.
  • the wood or woodchips are sourced from a plantation in a State with an approved code of practice for the establishment, management and harvesting of all plantations in that State.

If an export licence is required, it is the responsibility of exporters to obtain a licence to export prescribed wood or woodchips prior to export.

The only responsibility authorised officers have in relation to the export licences for unprocessed wood is to inform unprocessed wood exporters of the possible requirement to hold a licence to export unprocessed wood.


Explanation of the endorsements

Endorsement 690
  • Potato cyst nematode (Globodera rostochiensis) is not on the export pathway. No evidence is required to endorse freedom from this pest.
  • Pine wood nematode (Bursaphelenchus xylophilus) is not known to occur in Australia. No evidence is required to endorse freedom from this pest. 
Endorsement 5502:
  • Applies when the import permit requires freedom from multiple families of insects. The Authorised Officer must inspect the consignment applying a nil tolerance for all live insects.

Endorsement 7839:

  • Only applicable if required by the import permit.
  • If required, visual inspection by Authorised Officer is sufficient to endorse freedom from Eucalyptus borers (Phorocantha spp.).
Exporters must refer to the import permit to determine the required treatment as not all treatment options on Micor Plants will be avaliable on each individual import permit.

If stated on the import permit, consignments not treated prior to export may be treated on arrival as per permit.


Timber which has been heat or kiln dried will require appropriate evidence, including timber thickness, to be presented to the Authorised Officer attesting to the following:

Dry bulb temperature in the chamber which has been maintained at or above 74 degrees celsius.

Treatment time does not commence until the temperature and humidity in the chamber has stabilized and the core temperature of the timber has reached a minimum of 74 degrees celsius.


All timber must have an average moisture content of less than 20%, based on oven-dry weight or mass.

The duration of the treatment will depend on the thickness of the timber:

  • 0-25 mm (maximum thickness of timber) for 4 hours;

OR

  • 26-50 mm (maximum thickness of timber) for 6 hours;

OR

  • 51-75 mm (maximum thickness of timber) for 8 hours;

OR

  • 76-100 mm (maximum thickness of timber) for 10 hours;

OR

  • 101-150 mm (maximum thickness of timber) for 14 hours;

OR

  • 151-200 mm (maximum thickness of timber) for 18 hours;

OR

  • Thickness unknown - 26 hours

OR

Heat treatment with a 
core temperature of consignment maintained at or above 56 degrees Celsuis for a minimum of 30 minutes. Treatment time does not commence until the temperature in the chamber have stabilized and the core temperature of the consignment has reached at least 56 degrees Celsuis.

OR


All Sawn timber must undergo fumigation with methyl bromide at the following rate:

  • 11-15 degrees celsius at 96 grm/m3 for 24 hours;

OR

  • 16-20 degrees celsius at 88 grm/m3 for 24 hours;

OR

  • 21- above degrees celsius at 80 grm/m3 for 24 hours

OR

All Sawn timber must undergo fumigation with methyl bromide at the following rate:

  • 11-15 degrees celsius at 64 grm/m3 for 24 hours;

OR

  • 16-20 degrees celsius at 56 grm/m3 for 24 hours;

OR

  • 21- above degrees celsius at 48 grm/m3 for 24 hours;

OR
  • All sawn timber must undergo fumigation with sulphuryl fluoride at 64 grm/m3 at 21 degree Celsius for 24 continuous hours at NAP or above;

OR

All sawn timber must undergo fumigation withEthelene oxide under initial minimum vacuum of 50 kilopascals at the followingrates:

  • 1200 grm/m3 at 50 degree Celsius for 5 continuous hours;

OR

  • 1500 grm/m3 for 4 hours at 50 degree Celsius;

OR

  • 1500 grm/m3 for 24 continuous hours at 21 degree Celsius;

OR
  • All sawn timber must undergo fumigation with phosphine at 5 grm/m3 for 120 hours;

OR
  • All sawn timber must undergo fumigation with Cynogen (C2N2) at 100 grm/m3 for 24 hours.
The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Fumigation must be carried out by an AFAS (Australian Fumigation Accreditation Scheme) fumigator if specified on the import permit.
Option 1 (EXDOC Endorsement 690)
1) The consignment is free of Potato cyst nematode (Globodera rostochiensis) and Pine wood nematode (Bursaphelenchus xylophilus).

Option 2 (EXDOC Endorsement 5502)
1) Using official inspection and testing procedures the consignment was found free of live insects.

Option 3 (EXDOC Endorsement 7839)

1) The consignment was inspected and found free from Eucalyptus borers (Phoracantha spp.).
