Consignments are to be free from pests, soil, weed seeds and extraneous material.


Logs must be debarked when specified on the import permit. There is a tolerance of up to 5% bark.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


It is the exporter’s responsibility to ensure the consignment is exported within 14 days of inspection and the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Explanation of the endorsements

Endorsement 690:

  • Potato cyst nematode (Globoderarostochiensis) is not on export pathway and Pine wood nematode (Bursaphelenchusxylophilus) is not known to occur in Australia. Freedom from these pests may beendorsed on a phytosanitary certificate without citing supporting evidence.

Endorsement 7265:

  • Visual inspection by an authorised officer is used to endorse freedom from the following pests:
    •  Lyctidae – Powderpost beetles [Brown powderpost Beetle (Lyctus brunneus), Lyctus costatus, Lyctatus discedens,, Lyctus parrallelcollis, Minthea rugicollis)] 
    • Bostrichidae - Auger beetles, false powderpost beetles, or horned powderpost beetles
    • Cerambycidae - Longhorn beetles
    • Formicidae – Ants
    • Siricidae – Wood wasps
    • Lymantriidae – Dull-coloured moth whose larvae have tufts of hair on the body and feed on the leaves of many deciduous trees. tussock moth.
    • Anobiidae – Death-watch or furniture beetles
    • Scolytidae – Bark beetles such as Hylastes ater and Hylurgus ligniperda
    • Platypodidae – Ambrosia beetles
    • Buprestidae -  Jewel beetles or metallic wood-boring beetles
    • Eucalyptus longhorned borer (Phoracantha recurva)
    • Eucalypt ringbarker longicorn (Phoracantha mastersi)
    • Eucalyptus longhorned borer (Phoracantha semipunctata; note that 'Phorscantha semipunctata' is a synonym of this species)
    • Subterranean termite (Coptotermes acinaciformis)
    • Coptotermes termite (Coptotermes frenchi; note that 'Coptotermes frenchii' is a synonym of this species)
    • Banksia longicorn (Paroplites australis)
    • Basidiomycetes fungus
    • Ambrosia beetle (Austroplatypus incomportus)
    • Round-headed wood borer (Coptocercus rubripes; note that 'Coptocorcux rubripes' is a synonym of this species)
    • Beefsteak fungus (Fistulina spiculifera; note 'Fistulina spiculitera' is a synonym of this species).
  • Diseases 
    • Pine pitch canker (Fusarium circinatum) is not known to occur in Australia. No evidence is required to endorse freedom from this pest.
  • Weed seeds
  • Regulated articles 
    • Potato cyst nematode (Globodera rostochiensis) – Not on export pathway for forest products, no evidence is required to endorse freedom from this pest.
  • Wood nematode (Bursaphelenchus xylophilus) is not known to occur in Australia. No evidence is required to endorse freedom from this pest.
Endorsement 7839:
  • Visual inspection by Authorised Officer is sufficient to endorse freedom from Eucalyptus borers (Phorocantha spp.).

The Export Control Act 2020 and the Export Control (Wood and Woodchips) Rules 2021, require an export licence issued by the Department of Agriculture, Fisheries and Forestry for any exports of two tonnes or more of:

  • woodchips;
  • wood in the round (i.e. logs);
  • wood with a cross-sectional area of at least 225 square centimetres

These are considered 'prescribed goods' under the Export Control (Wood and Woodchips) Rules 2021. 

A licence is not required for the above listed wood and woodchips if:
  • the wood or woodchips are sourced from an area covered by a Regional Forest Agreement (RFA). Details regarding the areas covered by RFAs can be found here: https://www.agriculture.gov.au/forestry/policies/rfa.
  • the wood or woodchips are derived from trees harvested outside Australian territory, including those transiting through Australia.
  • the wood or woodchips are sourced from a plantation in a State with an approved code of practice for the establishment, management and harvesting of all plantations in that State.

If an export licence is required, it is the responsibility of exporters to obtain a licence to export prescribed wood or woodchips prior to export.

The only responsibility authorised officers have in relation to the export licences for unprocessed wood is to inform unprocessed wood exporters of the possible requirement to hold a licence to export unprocessed wood.

Each consignment shall be fumigated with:

Methyl bromide
  • 64 grm/m3 at 21 degrees Celsius or above for 24 hours;
OR
  • 72 grm/m3 at 16 - 20 degrees Celsius for 24 hours;
OR
  • 80 grm/m3 at 11- 15 degrees Celsius for 24 hours;
OR

Sulfuryl Fluoride
  • 64 grm/m3 at 21 degree Celsius or above for 24 hours;
OR

Ethylene oxide
  • Under initial vacuum of 50 kPa or higher at 1200 – 1500 grm/m3 at 50 degree Celsius for above for 5 hours;
OR
  • 1500 grm/m3 at 21 degree Celsius for 24 hours;
OR

Phosphine
  • 5 grm/m3 for 120 hours (5 days);
OR

C2N2 (Ethanedinitrile (EDN) / Cyanogen)

  • 100 grm/m3 for 24 hours. 

Refer to the import permit for treatment requirements. 

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Note:

  • If the import permit lists a requirement for the treatment to be done by an accredited service provider, treatment must be carried out at a treatment site operating under an approved arrangement with the department.
  • The Authorised Officer must verify that the certificate registration number matches a registration number listed on the department's list of sites operating under an approved arrangement.
  • Evidence that fumigator is AFAS approved must be presented to the Authorised Officer.

Fumigation of logs in bulk vessel holds

Note: Fumigators may use the Minor Use Permit for methyl bromide obtained by the Department of Agriculture, Fisheries and Forestry to meet the importing countries phytosanitary import requirements.

  • Fumigation must be done at the methyl bromide schedule listed above.
  • Prior to commencement of fumigation, an in-hold fumigation plan must be approved by the Grain and Seed Exports Program. The fumigator/exporter is to provide the Grain and Seed Export Program (Grain.Export@agriculture.gov.au) with:
    • Vessel name and IMO, as well as the hold number(s) being used to fumigate logs
    • A draft certificate containing the dosage, temperature and duration in accordance with treatment requirements in Micor/import permit, as well as the vessel name, RFP(s), holds loaded, commodity and its quantity, and signature by a registered fumigator with their contact details.
    • Method of clearing the fumigant from the hold and providing gas-free certification
    • Method of sealing holds during fumigation
    • The re-circulation method and locations of delivery and monitoring lines
  • A reinspection of the logs after fumigation must be done as per the instructional material requirements.

Option 1 (EXDOCEndorsement 690)
1) The consignment is free of Potato cyst nematode (Globodera rostochiensis)and Pine wood nematode (Bursaphelenchus xylophilus).

Option 2 (EXDOC Endorsement 7265)
1) A representative sample was inspected and found free of soil, live pests [under the family of Lyctidae, Bostrichidae, Cerambycidae (longhorn beetles), Formicidae, Siricidae, Lymantriidae, Anobiidae, Scolytidae, Platypodidae, Buprestidae], Eucalyptus longhorned borer (Phoracantha recurva), Eucalypt ringbarker longicorn (Phoracantha mastersi), Eucalyptus longhorned borer (Phoracantha semipunctata), Subterranean termite (Coptotermes acinaciformis), Coptotermes termite (Coptotermes frenchi), Banksia longicorn (Paroplites australis), Basidiomycetes fungus, Ambrosia beetle (Austroplatypus incomportus), Round-headed wood borer (Coptocercus rubripes) Beefsteak fungus (Fistulina spiculitera), diseases, weed seeds and other regulated articles.

Option 3 (EXDOC Endorsement 7839)
1) The consignment was inspected and found free from Eucalyptus borers (Phoracantha spp.).
Import permits dated 24 April 2020, 23 June 2022, 23 October 2023, 30 October 2023 and 29 July 2024.
