This Micor case applies only to debarked logs.

Consignments are to be free from pests, soil, weed seeds and extraneous material.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

It is the exporter’s responsibility to ensure the consignment is exported within 14 days of inspection.

Refer to the inspection date in the Request for Permit.


The Export Control Act 2020 and the Export Control (Wood and Woodchips) Rules 2021, require an export licence issued by the Department of Agriculture, Fisheries and Forestry for any exports of two tonnes or more of:

  • woodchips;
  • wood in the round (i.e. logs);
  • wood with a cross-sectional area of at least 225 square centimetres

These are considered 'prescribed goods' under the Export Control (Wood and Woodchips) Rules 2021. 

A licence is not required for the above listed wood and woodchips if:
  • the wood or woodchips are sourced from an area covered by a Regional Forest Agreement (RFA). Details regarding the areas covered by RFAs can be found here: https://www.agriculture.gov.au/forestry/policies/rfa.
  • the wood or woodchips are derived from trees harvested outside Australian territory, including those transiting through Australia.
  • the wood or woodchips are sourced from a plantation in a State with an approved code of practice for the establishment, management and harvesting of all plantations in that State.

If an export licence is required, it is the responsibility of exporters to obtain a licence to export prescribed wood or woodchips prior to export.

The only responsibility authorised officers have in relation to the export licences for unprocessed wood is to inform unprocessed wood exporters of the possible requirement to hold a licence to export unprocessed wood.


Malaysian import permits may indicate that the following text be included as an additional declaration: "The issuance of this PC is based on the Malaysia IP reference number MAQXXXXXX."

  • Australian phytosanitary certificates cannot be issued with additional declarations that reference import permit numbers.
  • In negotiations with the Malaysian NPPO, it has been agreed that the import permit number indicated in the import permit section of Australian phytosanitary certificates is sufficient for meeting this requirement.
  • No text stating the import permit number in either the additional declaration section or the additional product description section is required for clearance, regardless of the statement on Malaysian import permits regarding import permit number printing requirements.
Explanation of the endorsement

Endorsement 7615:

  • Visual inspection by an authorised officer is used to endorse freedom from the following pests:
    • Lyctidae – Powderpost beetles [Brown powderpost Beetle (Lyctus brunneus), Lyctus costatus, Lyctatus discedens,, Lyctus parrallelcollis, Minthea rugicollis)] 
    • Bostrichidae - Auger beetles, false powderpost beetles, or horned powderpost beetles
    • Cerambycidae - Longhorn beetles
    • Formicidae – Ants
    • Siricidae – Wood wasps
    • Lymantriidae – Dull-coloured moth whose larvae have tufts of hair on the body and feed on the leaves of many deciduous trees. tussock moth.
    • Anobiidae – Death-watch or furniture beetles
    • Scolytidae – Bark beetles such as Hylastes ater and Hylurgus ligniperda
    • Platypodidae – Ambrosia beetles
    • Buprestidae -  Jewel beetles or metallic wood-boring beetles
    • Eucalyptus longhorned borer (Phoracantha recurva)
    • Tasmanian eucalyptus leaf beetle (Chrysophtharta bimaculata)
    • Eucalyptus weevil (Gonipterus scutellatus)
  • Weed seeds

Each consignment must be treated with:

Fumigants

  • Methyl bromide
    • 64 grm/m3 at 21 degrees Celsius or above for 24 hours;

OR

    • 72 grm/m3 at 16 - 20 degrees Celsius for 24 hours;

OR

    • 80 grm/m3 at 11- 15 degrees Celsius for 24 hours;

OR

  • Sulfuryl Fluoride
    • 64 grm/m3 at 21 degree Celsius or above for 24 hours;

OR

  • Ethylene oxide
    • Under initial vacuum of 50 kPa or higher at 1500 grm/m3 at 50 degree Celsius for above for 4 hours

OR

    • 1500 grm/m3 at 21 degree Celsius for 24 hours;

OR

  • Phosphine
    • 5 grm/m3 for 120 hours (5 days);

OR

Heat:

  • Core temperature of timber must be maintained at or above 56 degrees Celsius for a minimum of 30 minutes.
  • Treatment time does not commence until the temperature in the chamber has stabilized and the core temperature of the timber has reached a minimum of 56 degrees Celsius.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.

Note:

  • If stated in the import permit, fumigation must be carried out by AFAS (Australian Fumigation Accreditation Scheme) fumigator.
  • Evidence that fumigator is AFAS approved must be presented to the Authorised Officer.

Fumigation of logs in bulk vessel holds

Note: Fumigators may use the Minor Use Permit for methyl bromide obtained by the Department of Agriculture, Fisheries and Forestry to meet the importing countries phytosanitary import requirements.

  • Fumigation must be done at the methyl bromide schedule listed above.
  • Prior to commencement of fumigation, an in-hold fumigation plan must be approved by the Grain and Seed Exports Program. The fumigator/exporter is to provide the Grain and Seed Export Program (Grain.Export@agriculture.gov.au) with:
    • Vessel name and IMO, as well as the hold number(s) being used to fumigate logs
    • A draft certificate containing the dosage, temperature and duration in accordance with treatment requirements in Micor/import permit, as well as the vessel name, RFP(s), holds loaded, commodity and its quantity, and signature by a registered fumigator with their contact details.
    • Method of clearing the fumigant from the hold and providing gas-free certification
    • Method of sealing holds during fumigation
    • The re-circulation method and locations of delivery and monitoring lines
  • A reinspection of the logs after fumigation must be done as per the instructional material requirements.

Option 1 (EXDOC Endorsement 7615)
1) A representative sample was inspected and found free of soil, live pests [under the family of Lyctidae, Bostrichidae, Cerambycidae (longhorn beetles), Formicidae, Siricidae, Lymantriidae, Anobiidae, Scolytidae, Platypodidae, Buprestidae], Eucalyptus longhorned borer (Phoracantha recurva), Tasmanian eucalyptus leaf beetle (Chrysophtharta bimaculata), Eucalyptus weevil (Gonipterus scutellatus), diseases, and weed seeds.
