Explanation of the endorsements
Endorsement 3111:
- Applicable when country of origin is Peru, Brazil, Honduras, Guatemala or any other country specified on the import permit.
- A laboratory analysis certificate is required to endorse freedom from South American Leaf Blight (Microcyclus ulei) and Ragweed parthenium (Parthenium hysterophorus).
- Applicable when country of origin is Peru, Brazil, Honduras, Guatemala or any other country specified on the import permit.
- Visual inspection by an Authorised Officer may be used to endorse freedom from South American Leaf Blight (Microcyclus ulei) and an exporter declaration from the country of origin may be attached with the phytosanitary certificate to confirm the locations of source of the consignment and processing and packaging facilities in the country of origin being free of South American Leaf Blight (Microcyclus ulei).
- Only to be used when import permit allows visual inspection of the product for South American Leaf Blight (Microcyclus ulei).
- A laboratory analysis certificate is required to endorse freedom from Ragweed parthenium (Parthenium hysterophorus).
- Applicable when imported from Khapra beetle (Troderma granarium) countries such as India or any other country specified on the import permit.
- Visual inspection by an Authorised Officer may be used to endorse freedom from Khapra beetle (Troderma granarium) for consignment imported from Khapra beetle (Trogoderma granarium) countries.
- Applicable when country of origin is Kenya or any other country specified on the import permit.
- Visual inspection by an Authorised Officer may be used to endorse freedom from Fusarium wilt of oil palm (Fusarium oxysporum f. sp. elaeidis), Bud rot (Phytophthora palmivora) and Red ring nematode (Bursaphelenchus cocophilus) and an exporter declaration from the country of origin may be attached with the phytosanitary certificate to confirm the locations of source of the consignment and processing and packaging facilities in the country of origin being free of these oil palm pests.
- A laboratory analysis certificate is required to endorse freedom from Ragweed parthenium (Parthenium hysterophorus).
- Applicable when country of origin is Colombia or any other country specified on the import permit.
- Visual inspection by an Authorised Officer may be used to endorse freedom from South American Leaf Blight (Microcyclus ulei) and an exporter declaration from the country of origin may be attached with the phytosanitary certificate to confirm the locations of source of the consignment and processing and packaging facilities in the country of origin being free of South American Leaf Blight (Microcyclus ulei).
- Ethiopia
- Papua New Guinea
- Any other country specified on the import permit with no additional declaration requirement.
Consignments are to be treated with an approved fumigantprior to export (Refer to the import permit for details).
No treatment required when countries of origin are:
- Ethiopia
- Papua New Guinea
- Any other country specified on the import permit.
Fumigation with methyl bromide at:
- 32 grm/m3 for 24 hours at 21 degree Celsius or above at normal atmospheric pressure (for countries where Khapra beetle (Trogoderma granarium) is not known to occur);
OR
- 80 grm/m3 for 48 hours at 21 degree Celsius or above at normal atmospheric pressure (for countries where Khapra beetle (Trogoderma granarium) is present);
Fumigation with phosphine at:
- 2 grm/m3 for 120 hours (for countries where Khapra beetle (Trogoderma granarium) is not known to occur);
OR
- 5 grm/m3 for 120 hours (for countries where Khapra beetle (Trogoderma granarium) is present);
Note: Phosphine fumigation must be undertaken at 15 degree Celsius or above.
- 7 days when commodity temperature is above 25 degree Celsius;
- 10 days when commodity temperature is 15 degree Celsius to 25 degree Celsius;
- 20 days for surface only application in well-sealed structures greater than 375 m3 (300 t capacity).
All fumigation treatments must be ventilated at or below threshold limit value of the fumigant before export.
All treatment must be done by the accredited service provider registered by the NPPO of the exporting country.

Option 2 (EXDOC Endorsement 1746)
1) The consignment is free from khapra beetle (Trogoderma granarium).
Option 3 (EXDOC Endorsement 3451)
1) A representative sample was inspected and found free of South American Leaf Blight (Microcyclus ulei).
2) A representative sample was found free through laboratory testing of Ragweed parthenium (Parthenium hysterophorus).
