Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

It is the exporter’s responsibility to ensure that the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.

If stated by permit the area or state where the seeds are produced must be specified under place of origin on the phytosanitary certificate.

Explanation of the endorsements

Note: Urochloa decumbens is a synonym of Brachiaria decumbens.

Endorsement 535:

Where stated on Import Permit: For seed produced in Queensland or any other areas where Ragweed parthenium (Parthenium hysterophorus) and Itch grass (Rottboellia cochichinensis) are known to occur, the consignment must be accompanied by either a seed analysis certificate issued by an official seed testing authority or a Phytosanitary certificate attesting that neither Ragweed parthenium (Parthenium hysterophorus) and Itch grass (Rottboellia cochichinensis) seeds were found in the sample drawn from the consignment being exported.

Endorsement 813:

Where stated on Import permit: For seed produced outside Queensland or any other areas where Ragweed parthenium (Parthenium hysterophorus) and Itch grass (Rottboellia cochichinensis) are not known to occur, the consignment must be accompanied by a Phytosanitary certificate attesting that the seed in the consignment was produced in areas where Ragweed parthenium (Parthenium hysterophorus) and Itch grass (Rottboellia cochichinensis) are known not to occur.

Note: For import permits requiring no additional declarations, a plain phytosanitary certificate will issued.

Note: Rottboellia exaltata is a synonym of Rottboellia cochinensis.
As issued permit requirements may vary, the exporter must refer to their import permit for correct treatments.

The Department's minor use permit for Phosphine does not allow for Phosphine treatment periods of less than: 
  • 7 days when commodity temperature is above 25 degree Celsius;
  • 10 days when commodity temperature is 15 degree Celsius to 25 degree Celsius.
In instances where the treatment period is longer than Malaysia's prescribed treatment period, the treatment period should be endorsed as "[Malaysia's prescribed period] or more."

Option 1:

If stated by permit exporters consignments are to be fumigated with below at label temperatures:
  • Phosphine at 2grm/m3 for 120 hours;
OR

  • Methyl bromide at 24 grm/m3 for 4 hours.
Followed by treatment with Thiram at 4grm a.i/1000grm of seed or any appropriate fungicide at recommended manufacturers requirements.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 2:

Consignments including packing materials are to be fumigated with:

  • Methyl bromide at 32 grm/m3 for 2 hours at temperature 21 degrees Celsius or above;

OR

  • Phosphine at 1.5 grm/m3 for 7 days at temperature above 25 degrees Celsius;

OR

  • Phosphine at 1.5 grm/m3 for 10 days at temperature 15- 25 degrees Celsius.
The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 3:

If stated by permit exporters consignments are to be treated with Thiram at 4grm a.i/1000grm of seed or any appropriate fungicide at recommended manufacturers requirements.

This is to be followed by fumigation with below at label temperatures:
  • Phosphine at 2grm/m3 for 120 hours;

OR

  • Methyl bromide at 24 grm/m3 for 4 hours.
The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 535)
1) A representative sample was found free through laboratory testing of Ragweed parthenium (Parthenium hysterophorus) and Itch grass (Rottboellia cochinchinensis).

Option 2 (EXDOC Endorsement 813)
1) Ragweed parthenium (Parthenium hysterophorus) and Itch grass (Rottboellia cochinchinensis) are known not to occur in the area of production.

Option 3 (EXDOC Endorsement 5795)
1) A representative sample was found free through laboratory testing of Giant Sensitive plant (Mimosa pigra) and Itch grass (Rottboellia exaltata).

Option 4 (EXDOC Endorsement 5796)
1) A representative sample was inspected and found free of Giant Sensitive plant (Mimosa pigra) and Itch grass (Rottboellia exaltata).
