Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


It is the exporter’s responsibility to ensure that the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.


If required by the import permit, the place of production details may be entered in the "Additional product description field" section of the EXDOC Request for Permit (RFP) as: THE SEED WAS GROWN IN <PLACE OF PRODUCTION>, <STATE>. There is to be no deviation from this text format. To enable the field on the RFP, the exporter must submit a request to the EXDOC Plant program via (EXDOCPlantPrograms@aff.gov.au).

If the import permit states the reference number of the treatment certificate must be provided on the phytosanitary certificate, the statement "TREATMENT CERTIFICATE NUMBER (NUMBER) / DATE (DATE)" can be entered in the "Additional product description field" section of the EXDOC Request for Permit (RFP). There is to be no deviation from this text format. To enable the field on the RFP the exporter must submit a request to the EXDOC Plant program via (EXDOCPlantPrograms@aff.gov.au).

Explanation of the endorsements

Endorsement 535:
  • Applies to seed produced in Queensland or any other areas where Ragweed parthenium (Parthenium hysterophorus) and Itch grass (Rottboellia cochichinensis) are known to occur.
  • A laboratory analysis certificate attesting that a representative sample was tested and found to be free from Ragweed parthenium (Parthenium hysterophorus) and Itch grass (Rottboellia cochichinensis) seeds is required as supporting evidence. 
Endorsement 813:
  • Applies to seed produced outside Queensland or any other areas where Ragweed parthenium (Parthenium hysterophorus) and Itch grass (Rottboellia cochichinensis) are not known to occur.
  • An area / place of production freedom certificate attesting that the seed in the consignment was produced in areas where Ragweed parthenium (Parthenium hysterophorus) and Itch grass (Rottboellia cochichinensis) are known not to occur is required as supporting evidence.
No Endorsement:
  • If a phytosanitary certificate with no Endorsement is issued, the consignment must be accompanied by a seed analysis certificate issued by an official seed testing authority. 
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

The consignment is to be fumigated with:

  • Phosphine at 2grm/m3 for 120 hours;

OR

  • Fumigated with Methyl bromide at 24grm/m3 for 4 hours;

AND

  • Seed dressing with Thiram at the rate of 4grm a.i./1000grm seeds or any suitable fungicide at the recommended rate. 
The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

A copy of the treatment certificate must accompany the consignment. 
Option 1 (EXDOC Endorsement 535)
1) A representative sample was found free through laboratory testing of Ragweed parthenium (Parthenium hysterophorus) and Itch grass (Rottboellia cochinchinensis).

Option 2 (EXDOC Endorsement 813)
1) Ragweed parthenium (Parthenium hysterophorus) and Itch grass (Rottboellia cochinchinensis) are known not to occur in the area of production.
