Korea's Special Act on Imported Food Safety Management requires all foreign food establishments that produce, manufacture, process, treat and/or store food, plant products including grains, processed plant products and fresh fruit and vegetables for human consumption intended for export to Korea are required to complete a web-based (http://impfood.mfds.go.kr/) registration process.
A foreign food facility as described in the Special Act on Imported Food Safety Management for fresh fruits and vegetables includes growers, packaging and treatment facilities (registered export establishments), etc.
Potatoes grown in Victoria are prohibited because of potato cyst nematode (PCN).
Potatoes grown in Queensland are prohibited because of Potato spindle tuber viroid (PSTVd).
Potatoes grown in Western Australia are prohibited because of PCN and PSTVd.
The place of origin (name of the State) of the potatoes and container / seal numbers are to be included on the Phytosanitary certificate.
Explanation of the endorsements
Endorsement 1485:
Applies to potatoes that are grown, washed and packed from an approved State (non-protocol).
Applies to potatoes that have been either:
- grown, washed, packed and exported from the approved states of New South Wales, South Australia and Tasmania;
OR
- grown, washed and packed in these states and transported securely for export from Melbourne. A transfer record is required if potatoes are inspected in Melbourne.
Where Endorsement 1485 applies, the authorised officer does not need to have the protocol job function HEP4001:8 Export horticulture protocol markets: Root vegetable protocol group. There is no requirement for the registered washing facility number to be entered in the "lot number" field of the request for permit (RFP) under Endorsement no. 1485.

Applies to potatoes that are washed, packed and exported from Victoria (protocol)
This pathway is a protocol market, work plans are available through MICoR Plants in the Documents section. Access is restricted and requires a logon. Packhouses and washing facilities must be accredited for Korea.
Potatoes that are washed, packed and exported from Victoria are required to meet Korea's protocol requirements, and must be inspected by an authorised officer with the protocol job function HEP4001:8 Export horticulture protocol markets: Root vegetable protocol group.
Potatoes that are washed, packed and exported from Victoria must be washed and packed in an accredited washing facility in Victoria (Endorsement 1532 applies). The registered washing facility number must be entered in the "lot number" field of the request for permit (RFP).
Please note: a transfer certificate is no longer required between farm and accredited facility. APQA has accepted the use of transfer records in place of transfer certificates.
Potatoes that have been washed and packed in an accredited facility in Victoria should be accompanied by a statement on the phytosanitary certificate, clearly identifying the State(s) where the potatoes were harvested. In the additional product description field in EXDOC the statement should read as follows:
"The potatoes were harvested in (identify State(s) in which the potatoes have been grown"

1) The potatoes were grown in a state of Australia other than Victoria, Western Australia or Queensland,
2) Potatoes in this consignment have been washed in the state of Victoria, Australia, according to the requirements agreed by APQA and the Department of Agriculture, Water and the Environment.
