A phytosanitary certificate is not required for small sample shipments of straw mix which will not be used as stockfeed (only used for analyses, etc). When exporting a relatively large quantity of straw mix as a sample, exporters should contact MAFF and confirm the specific requirements that apply to their shipment. Small sample shipments of straw mix are still subject to import inspection, and an accurate product description must be provided on customs declaration form and packets must be clearly labelled.
Consignments will be rejected forphytosanitary certification if any one of the following criteria are exceeded:
- Live insects: Nil in sample - this includes live insects in all stages of the life cycle egg, larvae, pupae and adult;
- Soil: Clods weighing more than 30 grm and cumulative sand/soil on the bench top amounting to more than 30grm;
- Prohibited weed seeds/ contaminants - Nil in sample
- Rice straw contamination - Nil in sample.
Notes:
- Rice straw is prohibited to be imported into Japan. Exporters are to ensure that the straw mix does not contain rice straw in it.
- Consignments of more than 10kg of straw is a prescribed good for the purposes of the Export Control Act 2020 and require an Authorised Officer inspection and the issuance of an export permit prior to export. Consignments of not more than 10kg of straw is not a prescribed good and may be exported without an Authorised Officer inspection and the issuance of an export permit unless a phytosanitary certificate is required by the importing country.
