Consignments are to be free from pests, soil, weed seeds and extraneous material.

There is nil tolerance for pests and diseases not known to occur in Japan but a tolerance exists for common disease organisms believed to be cosmopolitan in distribution. The Japanese ministry has established working tolerance in seed for:

  • Claviceps spp - 0.05% by weight
  • Sclerotinia spp - 0.05% by weight
  • Soil - 0.03% by weight.

For other detected disease organisms, if identified as common or occurring already in Japan, a Phytosanitary Certificate may be issued for the seed with an additional declaration stating the name of the organism and percentage infection.  No certification should be given for seed heavily contaminated with disease organisms, whether common or not.
