Under MAFF's Plant Protection Law Enforcement Regulations, malt is exempt from the requirement for an accompanying phytosanitary certificate when imported into Japan. No phytosanitary certificate is required for malt imported as a commercial shipment (via sea or air), or as a non-commercial consignment or a commercial sample, to be carried by passengers or posted in the mail.
Malt is not a prescribed good, therefore no Authorised Officer inspection and issuance of an export permit is required for the consignment.
Note: Sprouted/germinated corn, which may also be referred to as "malted corn", is not included in MAFF's definition of "malt". Malted and/or sprouted/germinated corn requires a phytosanitary certificate when imported into Japan. Refer to the Micor case for Malted corn to Japan.
