The exporter is responsible for contacting Ministry of Agriculture, Forestry and Fisheries (MAFF) prior to export and verifying that their consignment does not contain any import prohibited plants.
A phytosanitary certificate may be required depending on the species and the degree of processing. Dried herbs sealed in retail packages (e.g. for consumer use) are not subject to import plant quarantine. It is the exporter's responsibility to contact MAFF prior to export and confirm the requirements which apply to their product.
Dried herbs are not prescribed goods for the purposes of the Export Control Act 2020, therefore consignments of dried herbs which do not require phytosanitary certification may be exported to Japan without an Authorised Officer inspection and the issuance of an export permit.
