Australian seed being exported that will be re-exported from Japan may require phytosanitary certificate with Additional Declarations.
All requests for re-export endorsements are to be emailed to MicorPlants@aff.gov.au for action. Each endorsement in this Micor case is only valid for 12 months. If exporters want the endorsement extended beyond the current validity date, they need to contact GSEP at grain.export@aff.gov.au to request such an extension.
Explanation of the endorsements
Endorsement 8152:
- Candidatus liberibacter solanacearum and Carrot yellow leaf virus are not known to occur in Australia. No evidence is required to endorse freedom from these pests.
- A crop inspection certificate is required to endorse freedom from Carrot motley dwarf virus (carrot mottle virus and carrot red leaf virus), Carrot red leaf virus, Bud rot (Gibberella avenacea), Root rot (Macrophomina phaseolina), Septoria leaf spot (Septoria spp) and Bacterial blight of carrot (Xanthomonas hortorum pv. carotae).
- In addition, a representative sample of the consignment must be visually inspected by an authorised officer for endorsing freedom from Carrot motley dwarf virus (carrot mottle virus and carrot red leaf virus), Carrot red leaf virus, Bud rot (Gibberella avenacea), Root rot (Macrophomina phaseolina), Septoria leaf spot (Septoria spp) and Bacterial blight of carrot (Xanthomonas hortorum pv. carotae).
Endorsement 8249:
- Candidatus Liberibacter solanacearum, Carrot yellow leaf virus, Trogoderma beetle (Trogoderma simplex), Ornate cabinite beetle (Trogoderma ornatum), and Khapra beetle (Trogoderma granarium) are not known to occur in Australia. No evidence is required to endorse freedom from these pests.
- A crop inspection certificate is required to endorse freedom from Leaf blight of carrots (Alternaria dauci), Carrot black rot (Alternaria radicina), Arabis mosaic virus, Carrot Motley Dwarf (Carrot mottle virus, Carrot red leaf virus), Carrot mottle virus, Carrot red leaf virus, Dodder (Cuscuta spp.), Rice moth (Corcyra cephalonica), Perennial thistle (Cirsium arvense), Field dodder (Cuscuta campestris), Alfalfa dodder (Cuscuta epithymum), Licorice rot (Mycocentrospora acerina), Broomrape (Orobanche spp.), Branched broomrape (Orobanche ramosa), Common broomrape (Orobanche minor), and Bacterial blight of carrot (Xanthomonas hortorum pv. carotae).
- A laboratory analysis certificate is required to endorse freedom from India's Quarantine Weed Seeds.
Endorsement 8334:
- Carrot yellow leaf virus is not known to occur in Australia. No evidence is required to endorse freedom from this pest.
- A crop inspection certificate is required to endorse freedom from Black root rot (Chalara elegans), Bacterial blight of carrot (Xanthomonas campestris pv. carotae), Leaf blight of carrot (Alternaria dauci), Carrot mottle virus, Carrot red leaf virus, Broad bean wilt virus, Bud rot (Gibberella avenacea), Charcoal rot of bean/tobacco (Macrophomina phaseolina), Cottony soft rot (Sclerotinia sclerotiorum), Cucumber mosaic virus, Stem and bulb nematode (Ditylenchus dipsaci), Bacterial blight (Pseudomonas viridiflava) and Carrot black rot (Alternaria radicina).
- In order to fulfill the requirement listed in part 3) of the endorsement, the following is required:
- An area or place of production freedom certificate to endorse freedom from Witchweed (Striga spp).
- Zebra chip (Candidatus liberibacter solanacearum) is not known to occur in Australia. No evidence is required to endorse freedom from this pest.
- Standard visual inspection by an Authorised Officer to endorse freedom from the following weed seeds: Western ragweed (Ambrosia psilostachya), Common ragweed (Ambrosia artemisiifolia), Giant ragweed (Ambrosia trifida), Poverty weed (Iva axillaris), Russian knapweed (Acroptilon repens), Ivy-leaved morning glory (Ipomoea hederacea), White morning-glory (Ipomoea lacunosa), Horse nettle (Solanum сarolinense), Buffalobur nightshade or Buffalo burr (Solanum rostratum), Silverleaf nightshade (Solanum elaeagnifolium), Cutleaf nightshade and Small nightshade (Solanum triflorum), Dodder (Cuscuta spp.), Texas blueweed and Yerba parda (Helianthus ciliaris), Oneseed bur cucumber (Sicyos angulatus), Witchweed (Striga spp.), Hairy beggarticks (Bidens pilosa), Spanish needles (Bidens bipinnata) and Spiny burr grass (Cenchrus longispinus).

- Xanthomonas campestris pv. carotae is a synonym of Xanthomonas hortorum pv. carotae.
