Explanation of the endorsements

Endorsements listed in the 'Additional Declarations' section below are only for consignments that will be re-exported from Japan. For any consignments in which the seed is intended to be re-exported from the Japan, the exporter is to advise the Authorised Officer at the time of making an appointment for inspection.

Requests by exporters for additional declarations of seed for sowing being exported to Japan may be complied with where it is known that the seed shall be re-exported to another destination through a re-export phytosanitary certificate.

A phytosanitary certificate with nil additional declaration is to be issued for seeds that will not be re-exported from Japan.

For re-export certification only (i.e. Australian seed being exported that will be re-exported from Japan)
  • Tomato black ring virus is not known to occur in Australia. No evidence is required to endorse freedom from this pest.
  • Where the Endorsement states "The crop was inspected during active growth and found to be free of [pest name/s]", a crop inspection certificate is required for endorsing freedom from the listed pests.
  • For Endorsement 7716, consignments must be free from India's Quarantine weed seeds as per Plant Quarantine (Regulation of Import into India) (Tenth Amendment) Order, 2019. A laboratory analysis certificate is required as evidence for endorsing freedom from India's quarantine weed seeds.
  • Freedom from soil is based on the visual inspection by the Authorised Officer using the Plant Export Operations Manual (PEOM) tolerance for soil and sand.
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


Exporters who require a new EXDOC Endorsement for re-export purposes are to provide written evidence of the additional declarations that need to be endorsed on the phytosanitary certificate. Requests are to be emailed to MicorPlants@aff.gov.au for action. Each endorsement in this Micor case is only valid for 12 months. If exporters want the endorsement extended beyond the current validity date, they need to contact GSEP grain.export@aff.gov.au to request such an extension.

2) The crop was inspected during active growth and found to be free of Head blight of maize (Gibberella zeae), Black leg (Leptosphaeria maculans), Broomrape (Orobanche spp), Cabbage club rot (Plasmodiophora brassicae), Bacterial leaf blight (Pseudomonas syringae pv. maculicola), Bean bacterial brown spot (Pseudomonas syringae pv. syringae), Bacterial leaf blight of tomato (Pseudomonas viridiflava), Pythium root rot (Pythium ultimum), Cottony soft rot (Sclerotinia sclerotiorum) and Black rot (Xanthomonas campestris pv. campestris).

Option 2 (EXDOC Endorsement 6575) - valid to 15 April 2027
Additional Official Phytosanitary Information:
1) Tomato black ring virus is not known to occur in Australia,
2) The crop was inspected during active growth and found to be free of Head blight of maize (Gibberella zeae), Black leg (Leptosphaeria maculans), Bacterial leaf blight (Pseudomonas syringae pv. maculicola), Bean bacterial brown spot (Pseudomonas syringae pv. syringae), Bacterial leaf blight of tomato (Pseudomonas viridiflava), Pythium root rot (Pythium ultimum), Cottony soft rot (Sclerotinia sclerotiorum) and Black rot (Xanthomonas campestris pv. campestris).

Option 3 (EXDOC Endorsement 6576) - valid to 15 April 2027
Additional Official Phytosanitary Information:
1) The crop was inspected during active growth and found to be free of Fusarium wilt (Fusarum oxysporum f. sp. conglutinans), Black leg (Leptosphaeria maculans), Black leg (Phoma lingam) and Black rot (Xanthomonas campestris pv. campestris).

Option 4 (EXDOC Endorsement 7716) - valid to 15 April 2027
Additional Official Phytosanitary Information:
1) Tomato black ring virus is not known to occur in Australia,
2) The crop was inspected during active growth and found to be free of Head blight of maize (Gibberella zeae), Black leg (Leptosphaeria maculans), Bacterial leaf blight (Pseudomonas syringae pv. maculicola), Bean bacterial brown spot (Pseudomonas syringae pv. syringae), Bacterial leaf blight of tomato (Pseudomonas viridiflava), Pythium root rot (Pythium ultimum), Cottony soft rot (Sclerotinia sclerotiorum) and Black rot (Xanthomonas campestris pv. campestris),
3) A representative sample was tested and found free from Quarantine weed seeds listed in Schedule VIII of the Plant Quarantine (Regulation of import into India) Order, 2003,
4) The consignment is free from soil.

Option 5 (EXDOC Endorsement 8396) - valid to 1 May 2027
Additional Official Phytosanitary Information:
1) A representative sample was inspected and found free of Sandbar (Cenchrus spp), Fruit fly (Ceratitis spp), Darnel grass (Lolium temulentum) and Red imported fire ant (Solenopsis invicta).
2) The crop was inspected during active growth and found to be free of Fusarium wilt (Fusarum oxysporum f. sp. conglutinans), Black leg (Leptosphaeria maculans), Root knot nematode (Meloidogyne spp), Nematode (Pratylenchus spp), Stubby-root nematode (Trichodorus spp, Paratrichodorus spp), and Crown and root rot (Verticillium dahliae).
3) A representative sample of the seeds was found free through laboratory testing of Bacterial leaf blight (Pseudomonas syringae pv. maculicola).
