Requests by exporters for additional declarations of seed for sowing being exported to Japan may be complied with where it is known that the seed shall be re-exported to another destination through a re-export phytosanitary certificate.
A phytosanitary certificate with nil additional declaration is to be issued for seeds that will not be re-exported from Japan.
Explanation of the endorsements:
- Endorsements listed in the Additional Declaration section below are only for consignments that will be re-exported from Japan. For any consignments in which the seed is intended to be re-exported from Japan, the exporter is to advise the Authorised Officer at the time of making an appointment for inspection.
- Field slugs (Deroceras agreste), Carnation tortix moth (Cacoecimorpha pronubana), Corn earworm (Helicoverpa zea), False root-knot nematode (Nacobbus aberrans), Bacterial fasciation (Rhodococcus fascians), Soft rot (Pantoea stewartii subsp stewartii) and Black rot (Xanthomonas axonopodis pv. allii) are not known to occur in Australia. No evidence is required to endorse freedom from these pests.
- Visual inspection by an AO is sufficient for endorsing freedom from fruit fly (Ceratitis spp.), Seedcorn maggot (Delia platura), Garden snail (Helix aspersa), American serpentine leafminer (Liriomyza trifolii), Argentine stem weevil (Listronotus bonariensis), Leopard slug (Limax maximus), Greenhouse slug (Milax gagates), Spanish snail (Otala lactea) and White garden snail (Theba pisana).
- Where the Endorsement states "The seeds were found free through laboratory testing of [pest name/s]", a laboratory testing certificate is required to endorse freedom from the listed pests.
- Where the Endorsement states "The crop was inspected during active growth and found to be free of [pest name/s]", a crop inspection certificate is required for endorsing freedom from the listed pests.
- Phoma lingam is an anamorph of Leptosphaeria maculans. Evidence attesting to freedom of one is sufficient for endorsing freedom from both.
Exporters who require a new EXDOC Endorsement for re-export purposes are to provide written evidence of the additional declarations that need to be endorsed on the phytosanitary certificate. Requests are to be emailed to MicorPlants@agriculture.gov.au for action. Each endorsement in this Micor case is only valid for 12 months. If exporters want the endorsement extended beyond the current validity date, they need to contact GSEP at grain.export@aff.gov.au to request such an extension.
