Due to variations in NPPO definitions, a Phytosanitary certificate may be issued if requested (and subject to Phytosanitary inspection of the consignment). If a Phytosanitary certificate is issued, the endorsement shall be Nil Additional Declaration.
Any variation to these requirements shall only be if an Import permit is presented and has been assessed by Plant Export Operations.

Note: Consignments of more than 10kg of prescribed grain for the purposes of the Export Control (Plants and Plant Products) Rules 2021 requires an Authorised Officer inspection and an export permit issued prior to export. Consignments of not more than 10kg of prescribed grain may be exported without an Authorised Officer inspection and the issuance of an export permit unless a phytosanitary certificate is required by the importing country.
