Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.
 If the original import permit is not in English, a certified English translation must accompany the import permit.

It is the exporter's responsibility to ensure that the consignment departs no more than 21 days after the phytosanitary certificate is issued. If the phytosanitary certificate is issued after consignment's departure, the departure date must be within 21 days from phytosanitary inspection.


The pests and weed seeds of quarantine concern to Indonesia for Vigna unguiculata seed include, but not limited to, the following: 
  • Dried bean weevil (Acanthoscelides obtectus)
  • Cowpea witchweed (Striga gesnerioides)
  • Foot rot of flax (Boeremia exigua)
  • Ascochyta leaf spot (Nothophoma gossypicola)
  • Stem canker of bean (Diaporthe phaseolorum)
  • Root rot of bean/tobacco (Macrophomina phaseolina)
  • Bacterial tan spot (Curtobacterium flaccumfaciens pv. flaccumfaciens)
  • Bacterial canker or blast (Pseudomonas syringae pv. syringae
  • Bacterial bean blight (Pseudomonas savastanoi pv. phaseolicola)
  • Bacterial soft rot (Pseudomonas viridiflava)
  • AMV (Alfalfa mosaic alfamovirus)
  • ApMV (Apple mosaic ilarvirus)
  • AVB (Arracacha virus B)
  • BBWV (Broad bean wilt virus 1)

If the import permit requires that the seed are free of listed pests and weed seeds, the Authorised Officer must verify consignment freedom from the pests. Refer to the information below for what evidence is required for each pest/weed seed.

The following pests are not known to occur in Australia, no evidence required to endorse freedom from these pests:
AVB (Arracacha virus B) and CiLRV (Citrus leaf rugose ilarvirus).

Visual inspection by an Authorised Officer is sufficient for endorsing freedom from the following pests:
Dried bean weevil (Acanthoscelides obtectus), Wicks (Agropyron repens), Twitch grass (Alopecurus myosuroides), Asphodel (Asphodelus fistulosus), Field thistle (Cirsium arvense), Three-cornered jack (Emex australis), Barley flower (Parthenium hysterophorus), Philippine violet (Asystasia gangetica), Sete sangrĂ­as (Cuphea carthagenensis), Praxelis (Praxelis clematidea), and Coralito (Rivina humilis).

A crop inspection certificate or an area freedom certificate or a laboratory analysis  certificate is required to endorse freedom from the following pests:
Cowpea witchweed (Striga gesnerioides), Foot rot of flax (Boeremia exigua), Ascochyta leaf spot (Nothophoma gossypicola), Stem canker of bean (Diaporthe phaseolorum), Root rot of bean/tobacco (Macrophomina phaseolina), Bacterial tan spot (Curtobacterium flaccumfaciens pv. flaccumfaciens), Bacterial canker or blast (Pseudomonas syringae pv. syringae), Bacterial bean blight (Pseudomonas savastanoi pv. phaseolicola), Bacterial soft rot (Pseudomonas viridiflava), AMV (Alfalfa mosaic alfamovirus), ApMV (Apple mosaic ilarvirus), BBWV (Broad bean wilt virus 1), and TSV (Tobacco streak ilarvirus).

Notes:
  • Boeremia exigua is a synonym of Phoma exigua.
  • Nothophoma gossypicola is a synonym of Ascochyta gossypii.
  • Alfalfa mosaic alfamovirus is a synonym of Alfalfa mosaic virus.
  • Apple mosaic ilarvirus is a synonym of Apple mosaic virus.
  • Tobacco streak ilarvirus is a synonym of Tobacco streak virus.
