Consignments are to be free from pests, soil, weed seeds and extraneous material.
Original and certified translation of the import permit must be presented to the Authorised Officer at the time of inspection.

It is the exporter's responsibility to ensure that the consignment departs no more than 21 days after the phytosanitary certificate is issued. If the phytosanitary certificate is issued after consignment's departure, the departure date must be within 21 days from phytosanitary inspection.

Additional declarations are only endorsed on the phytosanitary certificate when specified on the import permit.

Seeds that are not in bulk must be packed in new, clean packaging that is safe from contamination and damage during transit. The packaging must be labelled with information on the identity of the seeds, the name and address of the producer, the registration number of the place of production from the competent authority in Australia, and the name and address of the recipient.

Explanation of endorsements

Endorsements are only to be used when explicitly stated on the import permit. If no endorsement is required by the import permit, a phytosanitary certificate with no additional declarations is to be issued.

Endorsement 7912:

  • Visual inspection by an Authorised Officer is sufficient for endorsing freedom from Couch grass (Agropyron repens), Black-grass (Alopecurus myosuroides), Onion weed (Asphodelus fistulosus), Chinese violet (Asystasia gangetica), California thistle (Cirsium arvense), Columbian waxweed (Cuphea carthagenensis), Spiny emex (Emex australis), Parthenium weed (Parthenium hysterophorus), Praxelis (Praxelis clematidea) and Pigeonberry (Rivina humilis).
  • A crop inspection certificate, an area freedom certificate or a laboratory analysis certificate is required to endorse freedom from Charcoal rot of bean/tobacco (Macrophomina phaseolina).
Consignments to be fumigated with:
  • Methyl bromide at 48 grm/m3 for 4 hours at 21 degrees celsius;

OR

  • Phostoxin at 2-3 grm/m3 at 21 degrees celsius for 72 hours;

OR

  • Phosphine treatment as per manufacturer's label rates (when phosphine dosage is not specified on the import permit).
Please note that the department's minor use permit for aluminium phosphide and cylinderised phosphine gas (both 99% phosphine and 2% phosphine active constituent versions) only allows for above-label concentrations if fumigation is conducted over a minimum exposure period of:

  • 7 days when commodity temperature is above 25 degrees Celsius
  • 10 days when commodity temperature is 15-25 degrees Celsius
  • 20 days for surface-only applications in well-sealed structures greater than 375m3 (300 metric tonne capacity)—it is the fumigator's responsibility to apply as appropriate.
Although the minimum fumigation duration and/or temperature required by the NPPO is below this, the department's minor use permit does not allow for treatments shorter than the above periods or at lower temperatures. The phosphine concentration applied must still meet the NPPO minimum concentration.

Treatment requirements with minimum concentrations greater than the below schedules are considered above-label treatments:

Treatment details for phosphine treatments are to be endorsed in the Treatment section as:

“WITH [PHOSPHINE/ALUMINIUM PHOSPHIDE] AT [NPPO concentration]GRM/M3 FOR [NPPO minimum duration] OR MORE AT [temperature] DEGREES CELSIUS [add “OR ABOVE" if fumigation temperature is greater than NPPO minimum temperature]"

For example, if an NPPO requires aluminium phosphide  treatment at 5 GRM/M3 FOR 5 DAYS at 20 DEGREES CELSIUS, the treatment should be conducted at 5 grams per cubic metre for 10 days at 20 degrees and the text should read as:

“WITH ALUMINIUM PHOSPHIDE AT 5 GRM/M3 FOR 5 DAYS OR MORE AT 20 DEGREES CELSIUS"


The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 819)
1) Rice yellow mottle virus is not known to occur in Australia.

Option 2 (EXDOC Endorsement 7912)
1) The consignment is free from Couch grass (Agropyron repens), Black-grass (Alopecurus myosuroides), Onion weed (Asphodelus fistulosus), Chinese violet (Asystasia gangetica), California thistle (Cirsium arvense), Columbian waxweed (Cuphea carthagenensis), Spiny emex (Emex australis), Parthenium weed (Parthenium hysterophorus), Praxelis (Praxelis clematidea) and Pigeonberry (Rivina humilis).

2) Using official procedures, the consignment is found free from Charcoal rot of bean/tobacco (Macrophomina phaseolina).
