Consignments are to be free from pests, soil, weed seeds and extraneous material.


If an import permit is issued, a copy of the import permit must be presented at the time of making an appointment for an inspection with an Authorised Officer.

Explanation of the endorsement

Endorsement 5704:
  • Dwarf bunt (Tilletia controversa) is not known to occur in Australia. Freedom from this pest may be endorsed without any supporting evidence.
  • A crop inspection report, area of production freedom statement or laboratory analysis certificate can be presented as evidence for freedom from Glume rot (Pseudomonas syringae pv. atrofaciens).
  • A visual inspection by an Authorised Officer is sufficient evidence to endorse freedom from Granary weevil (Sitophilus granarius) and Rye Ergot (Claviceps purpurea).
  • All consignments must be free from India's quarantine weed seeds as per Schedule VIII of PQ Order 2003. Exporter must provide a laboratory analysis certificate attesting to the endorsement and to present to the Authorised Officer at time of inspection.
  • In Addition, visual inspection by the Authorised Officer must be undertaken as per instructional material for endorsing freedom from the following quarantine weed seeds.
  • Visual inspection by an Authorised Officer is sufficient to endorse freedom from soil (as per normal tolerances).

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


Non-GMO requirements:

India requires the goods are not genetically modified. The exporter is responsible for ensuring the consignment is accompanied by a Certificate as to Condition (Grain - GX46/Horticulture - HX46). The Office of the Gene Technology Regulator (OGTR) has confirmed there are no approvals for commercial production of genetically modified cultivars of this product in Australia.

The following text must be added to the additional declaration field when a GX46/HX46 template is added to the RFP:

The Office of the Gene Technology Regulator has advised the department that there has been no intentional release into the Australian environment of genetically modified product(s) listed on this certificate.

Option 1 (EXDOC Endorsement 5704)
1) Dwarf bunt (Tilletia controversa) is known not to occur in Australia,
2) The consignment is free of Glume rot (Pseudomonas syringae pv. atrofaciens),
3) A representative sample was inspected and found free of Granary weevil (Sitophilus granarius) and Rye Ergot (Claviceps purpurea),
4) The consignment is free from quarantine weed seeds as per schedule VIII of PQ Order 2003,
5) The consignment is free from soil.
