Consignments are to be free from pests, soil, weed seeds and extraneous material.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Consignments must be packed in commercial hermetically sealed packages or containers.

Import permits may be issued with varying additional declaration and treatment requirements. Exporters must refer to the import permit to verify requirements for their consignment.

Explanation of endorsements

Endorsement 667:

  • An area freedom certificate for Potato Spindle Tuber Viroid is required as evidence to endorse freedom from this pest.

Endorsement 3050:

  • A laboratory analysis certificate stating that a representative sample has been tested and found free of Potato Spindle Tuber Viroid is required to endorse freedom from this pest.

Endorsement 927:

  • A crop inspection report for Potato spindle tuber viroid is required to endorse freedom from this pest.

Endorsement 6660:
  • Applies to seeds of Australian origin.
  • Xanthomonas gardneri, Tomato brown rugose fruit virus (ToBRFV), Pepino mosaic virus and Tomato mottle mosaic virus (ToMMV) are not known to occur in Australia. No evidence is required to endorse freedom from these pests.
  • A seed supplier's declaration or an exporter declaration must be provided as evidence that the seeds have been obtained by an appropriate acid extraction method or an equivalent method.
  • An area of production freedom certificate or a crop inspection certificate must be provided as evidence to endorse freedom from Xanthomonas campestris pv. vesicatoria, Xanthomonas euvesicatoria, Xanthomonas perforans, Potato spindle tuber viroid (PSTVd) and Clavibacter michiganensis ssp michiganensis.
Endorsement 6661:
  • Applies to seeds of Australian origin.
  • Xanthomonas gardneri, Tomato brown rugose fruit virus (ToBRFV), Pepino mosaic virus and Tomato mottle mosaic virus (ToMMV) are not known to occur in Australia. No evidence is required to endorse freedom from these pests.

  • A laboratory analysis certificate must be provided as evidence to endorse freedom from Xanthomonas gardneri, Tomato brown rugose fruit virus (ToBRFV), Pepino mosaic virus, Tomato mottle mosaic virus (ToMMV), Xanthomonas campestris pv. vesicatoria, Xanthomonas euvesicatoria, Xanthomonas perforans, Potato spindle tuber viroid (PSTVd) and Clavibacter michiganensis ssp michiganensis.
Endorsement 7538:
  • Applies to imported seeds that are to be re-exported to French Polynesia accompanied by an Australian phytosanitary certificate for export (E16), where the original phytosanitary certificate does not directly endorse freedom from pests specified on the import permit, but freedom is endorsed via a separate laboratory analysis certificate. The statement "origin of [country/countries of origin] under phytosanitary certificate number [original incoming phytosanitary certificate number] and laboratory analysis certificate" is to be added in the additional product description field of the Request for Permit (RFP). To enable the field on the RFP, the exporter must submit a request to the EXDOC Plant Programs via email (EXDOCPlantPrograms@agriculture.gov.au).
  • A signed manufacturer's certificate and a certified copy of the phytosanitary certificate the products were imported into Australia with must be provided to the Authorised Officer at time of inspection. The manufacturer's declaration must attest to the steps taken to ensure the products have not been subject to any risk of infestation or infection during its time in Australia.
  • A Container Inspection Certificate (EXDOC template GL2) may be requested to endorse container requirements.
  • The original or certified copy of the phytosanitary certificate and laboratory analysis certificate used to clear the products on arrival in Australia must be presented to the Austhorised Officer at time of inspection and attached to the Australian phytosanitary certificate.
Nil Endorsement:
  • Applies to seeds imported into Australia and have met Australian import requirements that are to be re-exported to French Polynesia accompanied by an Australian phytosanitary certificate for export (E16).
  • If specified on the import permit, seeds that come from, or were transported via, a country/countries in the European Union may be imported into French Polynesia without a laboratory analysis for specified pests. The statement "The seeds come from/were in transit in [name/s of country/countries]." is to be added in the additional product description field of the RFP. If the seeds were grown in a country outside of the EU, and merely transited through the EU, the  country of origin (where the seeds were grown) should also be endorsed in the additional product description if possible. Supporting documentation such as the phytosanitary certificate/s issued by the country/countries of origin, a seed supplier's declaration or an exporter declaration must be provided as evidence that the seeds originate from, or were transported via, a country/countries in the European Union. To enable the additional product description field on the RFP the exporter must submit a request to the EXDOC Plant Programs via email (EXDOCPlantPrograms@agriculture.gov.au). 
Endorsement 6757:
  • No evidence is required to endorse freedom from Tomato brown rugose fruit virus (ToBRFV) and Pepino mosaic virus.
  • Laboratory analysis report is required as evidence to endorse freedom from Potato spindle tuber viroid (PSTVd), Clavibacter michiganensis subsp michiganensis and Xanthomonas axonopodis.
Endorsement 3053:
  • Applies to imported seeds that are to be re-exported to French Polynesia accompanied by an Australian phytosanitary certificate for export (E16). The country/countries of origin must be provided in the additional product description field of the Request for Permit (RFP). To enable the field on the RFP, the exporter must submit a request to the EXDOC Plant Programs via email (EXDOCPlantPrograms@agriculture.gov.au).
  • A laboratory analysis certificate must be provided as evidence to endorse freedom from Clavibacter michiganensis, Xanthomonas perforans, Xanthomonas euvesicatoria, Xanthomonas gardneri, Xanthomonas vesicatoria, Potato spindle tuber viroid (PSTVd), Pepino mosaic virus and Tomato brown rugose fruit virus (ToBRFV).
  • A seed supplier's declaration or an exporter declaration must be provided as evidence that the seeds have been obtained by an appropriate acid extraction method or an equivalent method.
Seed supplier certification
If permitted by the import permit, the seed supplier may certify that the seeds are free from specified pests in lieu of official endorsement by the National Plant Protection Organisation (NPPO). In that case, a phytosanitary certificate will be issued without an additional declaration.

The exporter is to provide certification issued by the seed supplier attesting to freedom from specified pests and to present it to the Authorised Officer at the time of inspection. The seed supplier certificate is to accompany the consignment for export.
If required by the import permit, the seeds must be treated with a pesticide prior to export.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 667)
1) Potato spindle tuber viroid is not known to occur in the area of production.

Option 2 (EXDOC Endorsement 3050)
1) A representative sample was officially tested using appropriate methods and found free from Potato spindle tuber viroid.

Option 3 (EXDOC Endorsement 927)
1) The crop was inspected during active growth and found free from Potato spindle tuber viroid.

Option 4 (EXDOC Endorsement 6660)

1) Xanthomonas gardneri, Tomato brown rugose fruit virus (ToBRFV), Pepino mosaic virus and Tomato mottle mosaic virus (ToMMV) are not known to occur in Australia.
2) The seeds were obtained by an appropriate method of acid extraction or an approved equivalent method.
3) The seeds originate from areas known to be free from Xanthomonas campestris pv. vesicatoria, Xanthomonas euvesicatoria, Xanthomonas perforans, Potato spindle tuber viroid (PSTVd) and Clavibacter michiganensis ssp michiganensis.

Option 5 (EXDOC Endorsement 6661)
1) Xanthomonas gardneri, Tomato brown rugose fruit virus (ToBRFV), Pepino mosaic virus and Tomato mottle mosaic virus (ToMMV) are not known to occur in Australia.
2) The seeds were obtained by an appropriate method of acid extraction or an approved equivalent method.
3) No symptoms of diseases caused by Xanthomonas campestris pv. vesicatoria, Xanthomonas euvesicatoria, Xanthomonas perforans, Potato spindle tuber viroid (PSTVd) and Clavibacter michiganensis ssp michiganensis have been observed on the plants at the place of production during their full growing season.
 
Option 6 (EXDOC Endorsement 6662)
1) Xanthomonas gardneri, Tomato brown rugose fruit virus (ToBRFV), Pepino mosaic virus and Tomato mottle mosaic virus (ToMMV) are not known to occur in Australia.
2) The seeds were obtained by an appropriate method of acid extraction or an approved equivalent method.
3) The seeds have been subjected to official testing for Xanthomonas campestris pv. vesicatoria, Xanthomonas euvesicatoria, Xanthomonas perforans, Potato spindle tuber viroid (PSTVd) and Clavibacter michiganensis ssp michiganensis on a representative sample and using appropriate methods, and have been found free from these pests.
 
Option 7 (EXDOC Endorsement 6663)
1) The seeds have been subjected to official testing for Xanthomonas gardneri, Tomato brown rugose fruit virus (ToBRFV), Pepino mosaic virus, Tomato mottle mosaic virus (ToMMV), Xanthomonas campestris pv. vesicatoria, Xanthomonas euvesicatoria, Xanthomonas perforans, Potato spindle tuber viroid (PSTVd) and Clavibacter michiganensis ssp michiganensis on a representative sample and using appropriate methods, and have been found free from these pests.
 
Option 8 (EXDOC Endorsement 6757)
1) Tomato brown rugose fruit virus (ToBRFV) and Pepino mosaic virus are not known to occur in Australia.
2) A representative sample was found free through laboratory testing of Potato spindle tuber viroid (PSTVd), Clavibacter michiganensis subsp michiganensis and  Xanthomonas axonopodis.

Option 9 (EXDOC Endorsement 7538)
1) The seeds have fully complied with the Department of Agriculture, Fisheries and Forestry import requirements and have been securely stored in Australia since importation.

Option 10 (EXDOC Endorsement 3053)
1) The seeds have been subjected to official testing for Clavibacter michiganensis, Xanthomonas perforans, Xanthomonas euvesicatoria, Xanthomonas gardneri, Xanthomonas vesicatoria, Potato spindle tuber viroid (PSTVd), Pepino mosaic virus and Tomato brown rugose fruit virus (ToBRFV) on a representative sample and using appropriate methods, and have been found free from these pests.
2) The seeds were obtained by an appropriate method of acid extraction or an approved equivalent method.
