Consignments are to be free from pests, soil, weed seeds and extraneous material.

It is the exporter’s responsibility to ensure the consignment is exported within 14 days of inspection and the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.

No additional declarations are required for seed that will not be re-exported from France.

Listed Additional declarations are for consignments that will be re-exported from France.

For any consignments in which the seed is intended to be re-exported from France, the exporter to advise at time of making the appointment.

Requests by exporters for additional endorsements of seed for sowing being exported to France may be complied with where it is known that the seed shall be re-exported to another destination through a re-export phytosanitary certificate.

Endorsement 623:
  • A crop inspection certificate is required to endorse freedom from Lettuce mosaic virus and Lettuce yellow mosaic virus.
Endorsement 5400:
  • Alfalfa stunt phytoplasma (Candidatus Phytoplasma asteris) and Tomato black ring virus are not known to occur in Australia. No evidence is required to endorse freedom from these pests.
  • A crop inspection certificate is required to endorse freedom from Broad bean wilt virus 1, Nematodes (Ditylenchus spp), Arabis mosaic virus, Cucumber mosaic virus, Lettuce mosaic virus, Lettuce yellow mosaic virus, Bacterial blight of endive (Pseudomonas cichorii), Tobacco ringspot virus, Tobacco rattle virus, Tobacco streak virus, Tomato spotted wilt virus and Bacterial leaf spot (Xanthomonas axonopodis pv. vitians).
Endorsement 5773:
  • Tomato black ring virus is not known to occur in Australia. No evidence is required to endorse freedom from this pest.
  • A crop inspection certificate is required to endorse freedom from Arabis mosaic virus, Lettuce yellow mosaic virus, Bacterial blight of endive (Pseudomonas cichorii), Bacterial leaf spot (Xanthomonas axonopodis pv. vitians), Broad bean wilt virus 1, Cucumber mosaic virus, Tobacco ringspot virus, Witchweed (Striga spp) and Lettuce mosaic virus.
Endorsement 6244:
  • Strawberry latent ringspot virus, Alfalfa stunt phytoplasma (Candidatus Phytoplasma asteris) and Tomato black ring virus are not known to occur in Australia. No evidence is required to endorse freedom from these pests.
  • A crop inspection certificate is required to endorse freedom from Arabis mosaic virus, Broad bean wilt virus 1, Cucumber mosaic virus, Lettuce mosaic virus, Broomrape (Orobanche spp), Bacterial blight of endive (Pseudomonas cichorii), Marginal necrosis (Pseudomonas marginalis pv. Marginalis), Witchweed (Striga spp), Tobacco rattle virus, Tobacco ringspot virus, Tobacco streak virus, Tomato spotted wilt virus and Bacterial leaf spot (Xanthomonas axonopodis pv. vitians).
Endorsement 6722:

  • A crop inspection certificate is required to endorse freedom from Arabis mosaic virus, Broad bean wilt virus 1, Cucumber mosaic virus, Lettuce mosaic virus, Lettuce yellow mosaic virus, Root knot nematode (Meloidogyne sp), Stubby-root nematode (Paratrichodorus spp), Bacterial blight of endive (Pseudomonas cichorii), Marginal necrosis (Pseudomonas marginalis pv. Marginalis), Lettuce Septoria blight (Septoria lactucae), Witchweed (Striga spp), Tobacco rattle virus, Tobacco ringspot virus, Tobacco streak virus, Tomato ringspot virus, Tomato spotted wilt virus, Stubby-root nematode (Trichodorus spp) and Bacterial leaf spot (Xanthomonas axonopodis pv. vitians).
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


Exporters who require endorsements for re-export purposes are to provide written evidence of the additional endorsements and which attests to the endorsement which Department of Agriculture, Water and the Environment needs to certify to on the Phytosanitary certificate.

Option 2 (EXDOC Endorsement 5400)

Regulation (EU) 2016/2031 of the European Parliament of the Council of 26 October 2016 on protective measures against pests of plants and written submissions from exporters for additional declarations for re-export of seeds from France dated 14 April 2020 and 01 April 2021.
