Consignments are to be free from pests, soil, weed seeds and extraneous material.
A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

Explanation of endorsement 3009

Endorsement 3009:

  • Applies to consignments containing goods that have been imported into Australia, re-packaged (but have not undergone further processing and are not re-labelled as Australian products) and exported to Fiji, and imported goods being re-exported in the original packaging as part of a mixed consignment of Australian and imported products. 
  • This Endorsement must be included for all goods of non-Australian origin which meet the above criteria (i.e. re-packaged and exported with no further processing, or re-exported in original packaging as part of a mixed consignment of Australian and imported products) regardless of additional declaration requirements specifically stated on the import permit.   
  • Exporter is to:
    • State the country of origin of the goods in the Additional Product Description, and
    • Provide a copy of the departmental document titled 'Release from biosecurity control' which contains the 'Final Directives: Finalised and Released' direction that was issued for the products after arrival and release in Australia to the Authorised Officer at the time of inspection, and upload a scanned copy of this document to PEMS before requesting authorisation.
       
Consignments are to be packed in clean, new packages/bags not previously used for any purpose.
A phytosanitary certificate with nil additional declaration is to be issued for seeds of Australian origin.
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
Treatment is not required for seeds which have been imported and comply with the above conditions and EXDOC Endorsement 3009 or when import permit does not require mandatory treatment.

When specified on the import permit, consignments are to be treated prior to export, and must be:
  • immersed or sprayed with an insecticide (5% Malathion or Acetamiprid at 28.35 grams per 454.6 litres or equivalent);

AND/OR

  • dried and dusted with a broad spectrum fungicide (Thiram or Captan at 5 grams per kg or equivalent, or Fludioxonil at 0.48 grams per kg) or any other chemical specified on the import permit.
     
The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.
Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.

If the above treatments cannot be feasibly performed prior to export then the treatments may be conducted on arrival in Fiji. The exporter must provide a copy of the import permit that allows treatment on arrival and to present to the Authorised Officer at the time of inspection. A phytosanitary certificate will be issued with no treatment endorsed.

Option 1 (EXDOC Endorsement 3009)
1) The goods have fully complied with the Department of Agriculture, Fisheries and Forestry import requirements and standards and are allowed to be retailed in Australia.
