Consignments are to be free from pests, soil, weed seeds and extraneous material.
A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

If indicated on the import permit, the variety name of the Zea mays seed will need to be endorsed as part of the scientific name on the phytosanitary certificate. Seeds may be certified as 'Zea mays' or 'Zea mays var everta' depending on the botanical name on the import permit. 

Import permits may indicate that freedom from Fall armyworm (Spodoptera frugiperda) is required. The NPPO of Fiji has advised the department that the endorsement for freedom from Fall armyworm (Spodoptera frugiperda) is not required for grain, nut or processed plant product commodities and is only required for fresh produce hosts.

The additional declaration is only to be endorsed on the phytosanitary certificate when the import permit specifically states this requirement. If the import permit does not require endorsement of freedom from specific pests or diseases, a phytosanitary certificate with nil additional declaration is to be issued.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
Consignments are to be packed in clean, new packages/bags not previously used for any purpose.

Exporter is to ensure any packing used is not hay, straw, chaff, or any decomposing material.
 

Explanation of the endorsement

Endorsement 607: 
  • An area freedom certificate is required to endorse freedom from Corn smut (Ustilago maydis).

Endorsement 3009:

  • Applies to consignments containing goods that have been imported into Australia, re-packaged (but have not undergone further processing and are not re-labelled as Australian products) and exported to Fiji, and imported goods being re-exported in the original packaging as part of a mixed consignment of Australian and imported products. 
  • This Endorsement must be included for all goods of non-Australian origin which meet the above criteria (i.e. re-packaged and exported with no further processing, or re-exported in original packaging as part of a mixed consignment of Australian and imported products) regardless of additional declaration requirements specifically stated on the import permit.   
  • Exporter is to:

  • State the country of origin of the goods in the Additional Product Description, and

  • Provide a copy of the departmental document titled 'Release from biosecurity control' which contains the 'Final Directives: Finalised and Released' direction that was issued for the products after arrival and release in Australia to the Authorised Officer at the time of inspection, and upload a scanned copy of this document to PEMS before requesting authorisation. 

If required by the import permit, consignments must be subjected to some form of high heat process (e.g. hulled, dried, roasted or dehydrated) prior to export. 

 The exporter is to provide a packer's declaration or a manufacturer's declaration attesting to the treatment and present it to the Authorised Officer at the time of inspection.

If stated in the import permit, details of treatment must be endorsed in the treatment section on the phytosanitary certificate. Details of treatment do not require endorsement in the treatment section of the phytosanitary certificate if it is not stated in the import permit.

Option 1 (EXDOC Endorsement 607)
1) Corn smut (Ustilago maydis) is known not to occur in the area of production.
 

Option 2 (EXDOC Endorsement 3009)
1) The goods have fully complied with the Department of Agriculture, Fisheries and Forestry import requirements and standards and are allowed to be retailed in Australia.
