Consignments are to be free from pests, soil, weed seeds and extraneous material.

Import permits may indicate that freedom from Fall armyworm (Spodoptera frugiperda) is required. The NPPO of Fiji has advised the department that the endorsement for freedom from Fall armyworm (Spodoptera frugiperda) is not required for grain, nut or processed plant product commodities and is only required for fresh produce hosts.
Exporter is to ensure any packing used is not hay, straw, chaff, or any decomposing material.
A phytosanitary certificate with nil additional declaration is to be issued for products of Australian origin or for an import permit that does not state any additional declaration requirements.
Note: Import permits are not required for deshelled/hulled, roasted, salted, chopped or kibbled nuts in retail packages.
The import conditions are applicable to:
- Mixed nuts; and
- Roasted, activated or blanched nuts of:
- Almonds
- Cashews
- Brazil nuts
- Hazelnuts
- Macadamias
- Pecans
- Walnuts
- Pistachios
- Peanuts
- Pine nuts
Import permits for peanuts may or may not require certification for various food safety requirements, which may be certified on a Certificate as to Condition (GX46). The certification text must be one or a combination of the following:
- No human excreta was at anytime used/applied in field husbandry practices on peanut production.
- The manufacturer's premise is used specifically for the processing of peanuts only.
- The level of aflatoxins detected prior to shipment of the consignment should not exceed 0.015ppm (mg/kg).
- The peanuts have been commercially processed and blanched at a temperature range of 100 degrees Celsius to 110 degrees Celsius for not less than 30 seconds.
- All peanuts are shelled and red skins have been removed after blanching and prior to packaging.
- All peanuts are packed in new bags and labelled accordingly.
The exporter must provide a signed manufacturer's declaration attesting to each of the food safety requirements indicated on their import permit to the department in order to obtain the GX46. If no food safety requirements are noted on an import permit, no GX46 is to be issued for that consignment.
If required by the import permit, consignments must be subjected to some form of high heat process (e.g. hulled, dried, roasted or dehydrated) prior to export.
Details of treatment do not require endorsement in the treatment section of the phytosanitary certificate if it is not stated in the import permit.
If stated in the import permit, details of treatment must be endorsed in the treatment section on the phytosanitary certificate. The exporter is to provide a packer's declaration or a manufacturer's declaration attesting to the treatment and present it to the Authorised Officer at the time of inspection.
Details of treatment do not require endorsement in the treatment section of the phytosanitary certificate if it is not stated in the import permit.
