Consignments are to be free from pests, soil, weed seeds and extraneous material.

 

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


MICoR case applies to bagged goods.

Dried grains must be hulled and be free from disease, quarantine risk material and unhulled seeds.
 

Consignments are to be packed in clean, new packages/bags not previously used for any purpose.


Exporter is to ensure any packing used is not hay, straw, chaff, or any decomposing material.

 
A phytosanitary certificate with nil additional declaration is to be issued for couscous of Australian origin.
 
 

Explanation of the endorsements 

Endorsement 3009:

  • Applies to consignments containing goods that have been imported into Australia, re-packaged (but have not undergone further processing and are not re-labelled as Australian products) and exported to Fiji, and imported goods being re-exported in the original packaging as part of a mixed consignment of Australian and imported products. 
  • This Endorsement must be included for all goods of non-Australian origin which meet the above criteria (i.e. re-packaged and exported with no further processing, or re-exported in original packaging as part of a mixed consignment of Australian and imported products) regardless of additional declaration requirements specifically stated on the import permit.   
  • Exporter is to:

  • State the country of origin of the goods in the Additional Product Description, and

  • Provide a copy of the departmental document titled 'Release from biosecurity control' which contains the 'Final Directives: Finalised and Released' direction that was issued for the products after arrival and release in Australia to the Authorised Officer at the time of inspection, and upload a scanned copy of this document to PEMS before requesting authorisation.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

If stated by permit consignments must be subject to a heat treatment process to ensure the product is ready for consumption.

Details of treatment do not require endorsement in the treatment section of the phytosanitary certificate.

Option 1 (EXDOC Endorsement 3009)
1) The goods have fully complied with the Department of Agriculture, Fisheries and Forestry import requirements and standards and are allowed to be retailed in Australia.

Import permits dated 12 November 2018, 29 October 2020 and 20 August 2024. Fijian NPPO advise that Endorsement 7746 is not required for grain commodities and is only required for fresh produce hosts. NPPO advice regarding additional declaration requirement for non-Australian origin goods verified on 6 August 2026.
