Consignments are to be packed in clean, new packages/bags not previously used for any purpose.
Exporter is to ensure any packing used is not hay, straw, chaff, or any decomposing material.
Explanation of the endorsements
Endorsement 3009:
- Applies to consignments containing goods that have been imported into Australia, re-packaged (but have not undergone further processing and are not re-labelled as Australian products) and exported to Fiji, and imported goods being re-exported in the original packaging as part of a mixed consignment of Australian and imported products.
- This Endorsement must be included for all goods of non-Australian origin which meet the above criteria (i.e. re-packaged and exported with no further processing, or re-exported in original packaging as part of a mixed consignment of Australian and imported products) regardless of additional declaration requirements specifically stated on the import permit.
- Exporter is to:
State the country of origin of the goods in the Additional Product Description, and
Provide a copy of the departmental document titled 'Release from biosecurity control' which contains the 'Final Directives: Finalised and Released' direction that was issued for the products after arrival and release in Australia to the Authorised Officer at the time of inspection, and upload a scanned copy of this document to PEMS before requesting authorisation.
A phytosanitary certificate with nil additional declaration is to be issued for goods of Australian origin.
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
Consignments must be subject to a heat treatment process to ensure the goods are ready for consumption.
The exporter is to provide a packer's declaration or manufacturer’s declaration attesting to the treatment and present to the Authorised Officer at time of inspection.
Details of treatment do not require endorsement on the phytosanitary certificate in the treatment section.
Option 1 (EXDOC Endorsement 3009)
1) The goods have fully complied with the Department of Agriculture, Fisheries and Forestry import requirements and standards and are allowed to be retailed in Australia.
Import permits dated 19 February 2018, 1 August 2023, 20 August 2024 and 26 June 2026. Fijian NPPO advice that Endorsement 7746 does not apply to seed and grain imports to Fiji. NPPO advice regarding additional declaration requirement for non-Australian origin goods verified on 6 August 2026.
