Importing requirements for member countries of the European Union are laid out in Regulation (EU) 2016/2031 of the European Parliament of The Council, and the accompanying Commission Implementing Regulation (EU) 2019/2072. 

Individual member countries may choose to adopt or enforce additional requirements at their discretion. Exporters are responsible for independently verifying the importing country conditions with the importing NPPO. Known additional requirements will be published in individual country MICoR cases. 

France does not accept electronically-produced phytosanitary certificates, and requires the hardcopy phytosanitary certificate to be manually signed and ink stamped by a departmental officer. Contact Assessment Services Group at PlantExportsNDH@agriculture.gov.au to confirm printing and collection of hard copy phytosanitary certificates.
 
Consignments are to be free from pests, soil, weed seeds and extraneous material.

It is the exporter’s responsibility to ensure that the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
 
Citrus canker (Xanthomonas citri pv. aurantifolii and Xanthomonas citri pv. citri) pest free areas

The European Union recognises Australia as free from Citrus canker (Xanthomonas citri pv. aurantifolii and X. citri pv. citri).
 
Additional evidence to support Citrus canker freedom is not required.
     

Black spot (Phyllosticta citricarpa) pest free areas

The European Union formally recognises the states of

  • South Australia, and
  • Western Australia

as free from Black spot. Refer to the AUS - Australia Declaration under Commission Implementing Regulation (EU) 2019/2072 for further information.

For fruit produced in all other states, the exporter must provide evidence that either:

  • the area or state has been surveyed by appropriately qualified persons (i.e. state government employee) for Black spot (Phyllosticta citricarpa) and the disease has not been detected, and the fruit was found free of Black spot in a phytosanitary inspection

OR

  • the fruit has been subjected to an appropriate in-field treatment against Black spot (Phyllosticta citricarpa), and the disease has not been detected in the field of production in official inspections during the most recent growing cycle, and the fruit was found free of Black spot in a phytosanitary inspection.

Note: 
  • Limes (Citrus latifolia) are exempt from requiring black spot freedom and do not require attestation against Point 60.  
  • When attesting to point 60 (b) you may choose to add the following statement in the additional product description field.
    • The fruit originates in the State of (name the state without brackets), established in Australia as being free from Phyllosticta citricarpa.

  • When attesting to point 60 (c) you may choose to add the following statement in the additional product description field.

    • The fruit originates in (name of the place of production without brackets), established in Australia as being free from Phyllosticta citricarpa.
  • Where official inspection of fruit is required it must be undertaken by a person who has suitable qualifications to perform the inspection and make an official declaration via crop monitoring records.

All fruit flies (Tephritidae), as referred to in the regulation 2021/2285 EU point 77 of table 3, Part A of Annex II, are of quarantine concern to the EU. 

Explanation of fruit fly pest free areas (PFAs)

The following areas are recognised as pest free areas for non-European fruit flies (Tephritidae):

  • Tasmania

AND

AND

  • the area south of -20° latitude within Western Australia, defined as the Greater Perth PFA including the local government zones of Northern Country, Avon-Midland, Great Eastern, Peel, Central Country, Southwest, Great Southern, Gascoyne, Murchison and Goldfields-Esperance (excluding the Como and South Perth suspension areas).

     

Exporters sourcing fruit from the Riverland must present a State government certificate at the time of inspection which states all fruit was sourced from properties outside the suspension areas.
 


 
For fruit produced in all other states, the exporter must provide evidence that either:
  • the place of production and its immediate vicinity is certified as free from fruit flies through official inspections. Please contact the department if you wish to explore this option.

OR

  • the fruit has undergone/will undergo cold treatment against Tephritid fruit flies

Note:

  • When attesting to point 61 (b) you may choose to add the following statement in the additional product description field in the additional product description field.
    • The fruit originates in (name the area without brackets), established in Australia as being free from fruit fly.
    • Where the area may be:
      • the Riverland district in South Australia
      • the State of Tasmania
      • the Local Government Zone of (insert name of Western Australian Local Goverment Zone)

To enable the additional product description field on the RFP the exporter must submit a request to the EXDOC Plant Programs via email (EXDOCPlantPrograms@awe.gov.au).

Sections 1), 2) and 3)

  • Points 57, 58 (a) and 59 (a) of the Regulation apply to all consignments.

Section 4)

Note: 

  • Consignments of Citrus aurantium, or Citrus latifolia, do not need to attest to Point 60 (b), (c), or (d). 
Consignments sourced from outside a fruit fly pest free area (or place of production) must undergo cold treatment against fruit fly. Cold treatment can be conducted onshore prior to export, or in-transit.

Cold treatment for fruit fly

All citrus excluding lemons (for lemons, refer to separate MICoR case):
 
  • 3 degrees Celsius, or below, for 16 days.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Onshore cold treatment must be certified in the treatment section of the Phytosanitary certificate.
 

Black spot

1) This consignment complies with Annex VII, point 57 of Commission Implementing Regulation (EU) 2019/2072; the fruits are free from peduncles and leaves and the packaging bears an appropriate origin mark,
2) This consignment complies with Annex VII, point 58 (a) of Commission Implementing Regulation (EU) 2019/2072; the fruits originate in Australia which is recognised as being free from Citrus canker (Xanthomonas citri pv. aurantifolii and Xanthomonas citri pv. citri),
3) This consignment complies with Annex VII, point 59 (a) of Commission Implementing Regulation (EU) 2019/2072; the fruits originate in Australia which is recognised as being free from Fruit and leaf spot of citrus (Pseudocercospora angolensis),
4) This consignment complies with Annex VII, point 61 (c) of commission Implementing Regulation (EU) 2019/2072, modified by the regulation 2021/2285 EU; no signs of fruit flies (Tephritidae), as referred to in point 77 of table 3, Part A of Annex II, have been observed at the place of production and in its immediate vicinity since the beginning of the last complete cycle of vegetation, on official inspections carried out at least monthly during the three months prior to harvesting, and none of the fruits harvested at the place of production has shown, in appropriate official examination, signs of the pest; and information on traceability is included.
