Importing requirements for member countries of the European Union are laid out in Regulation (EU) 2016/2031 of the European Parliament of The Council, and the accompanying Commission Implementing Regulation (EU) 2019/2072. 

Individual member countries may choose to adopt or enforce additional requirements at their discretion. Exporters are responsible for independently verifying the importing country conditions with the importing NPPO. Known additional requirements will be published in individual country MICoR cases. 

France does not accept electronically-produced phytosanitary certificates, and requires the hardcopy phytosanitary certificate to be manually signed and ink stamped by a departmental officer. Contact Assessment Services Group at PlantExportsNDH@agriculture.gov.au to confirm printing and collection of hard copy phytosanitary certificates.


Consignments are to be free from pests, soil, weed seeds and extraneous material.


It is the exporter’s responsibility to ensure that the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

Explanation of the endorsements

Endorsements 5861 and 6274:

Consignments are to be treated with an appropriate insecticide at recommended manufacturers’ requirements.

Note: 
Where official inspections of fruit is required it may be undertaken by a person who has suitable qualifications to perform the inspection and make an official declaration.
The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 5859)
1) This consignment complies with Annex VII, point 69(a) of Commission Implementing Regulation (EU) 2019/2072; the fruits originate in Australia which is recognised as being free from Tomato pinworm (Keiferia lycopersicella),
2) This consignment complies with Annex VII, point 68(a) of Commission Implementing Regulation (EU) 2019/2072; the fruits originate in Australia which is recognised as being free from Tomato fruit borer (Neoleucinodes elegantalis),
3) This consignment complies with Annex VII, point 67(b) of Commission Implementing Regulation (EU) 2019/2072; the fruits originate in an area established by the Australian Government as being free from Tomato potato psyllid (Bactericera cockerelli). Areas recognised by the EU are all states and territories, except Western Australia.
4) This consignment complies with Annex VII, point 70(b) of Commission Implementing Regulation (EU) 2019/2072; the fruits originate in an area established by the Australian Government as being free from Melon thrips (Thrips palmi) in accordance with relevant International Standards for Phytosanitary Measures.

Option 2 (EXDOC Endorsement 6273)
1) This consignment complies with Annex VII, point 69(a) of Commission Implementing Regulation (EU) 2019/2072; the fruits originate in Australia which is recognised as being free from Tomato pinworm (Keiferia lycopersicella),
2) This consignment complies with Annex VII, point 68(a) of Commission Implementing Regulation (EU) 2019/2072; the fruits originate in Australia which is recognised as being free from Tomato fruit borer (Neoleucinodes elegantalis),
3) This consignment complies with Annex VII, point 67(b) of Commission Implementing Regulation (EU) 2019/2072; the fruits originate in an area established by the Australian Government as being free from Tomato potato psyllid (Bactericera cockerelli). Areas recognised by the EU are all states and territories, except Western Australia.
4) This consignment complies with Annex VII, point 70(c) of Commission Implementing Regulation (EU) 2019/2072; immediately prior to their export, the fruits have been officially inspected and found free from Melon thrips (Thrips palmi).
