Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Explanation of the endorsements

Endorsement 2984:

Phytosanitary certification will be issued subject to the exporter providing a crop inspection report stating that the seed was derived from crops that were inspected and found free of seedborne viruses, diseases and pests as required by the import permit.

Endorsement 2179:

Exporter to provide crop inspection report attesting to the endorsement and to present to the Department of Agriculture and Water Resources Authorised Officer at time of inspection.

Refer to the import permit for endorsement on the Phytosanitary certificate.

Non-GMO requirements:

If certification is required (refer to import permit/NPPO notification), the exporter is responsible for ensuring that the consignment is accompanied by a Certificate as to Condition attesting that the seed has not been genetically modified.

If requested, a Certificate as to Condition (Grain - GX46/Horticulture - HX46) can be issued for the consignment that is specifically supported from information supplied by the Office of the Gene Technology Regulator (OGTR) and where it is a government requirement of the importing country for non-GMO certification (refer to import permit/NPPO Notification).

The following text must be added to the additional declaration field when a GX46/HX46 template is added to the RFP:

The Office of the Gene Technology Regulator has advised the department that there has been no intentional release into the Australian environment of genetically modified product(s) listed on this certificate.


Consignments are to be treated with an approved insecticide and fungicide at recommended manufacturer’s requirements (registered label rates).

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.


Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.


Treatment is only to be endorsed to on the Phytosanitary certificate when the import permit specifically states this requirement. Import permits sighted in which there are no treatment details are to be issued with a phytosanitary certificate with no treatment details.
Option 1 (EXDOC Endorsement 2984)
1) The crop was inspected during active growth and found free of viruses, diseases and pests.

Option 2 (EXDOC Endorsement 2179)
1) Stewart's diesease (Erwinia stewartii), Late wilt disease (Harpophora maydis), Sugarcane downy mildew (Sclerospora saccheri), Maize lethal necrosis disease (MLND), Maize dwarf mosaic virus and Greater grain borer (Prostephanus truncatus) are not known to occur in Australia.
2) The crop was inspected during active growth and found free of sugarcane mosiac virus diseases.
