Original and certified translation of the import permit must be presented to the Authorised Officer at the time of inspection.

Explanation of the endorsements

Endorsement 5590:

  • The below are not present in Australia, no evidence needs to be cited to endorse freedom:
Verticillium wilt (Vertilliumalfalfae or Verticillium albo-atrum); Clover yellow mosaic virus; Pea early-browning virus; Pea streak virus; Peanut stunt virus; Red clover vein mosaic virus, Sweet clover necrotic mosaic virus and Xylella fastidiosa.
  • The below are not known to occur on the seed export pathway, no evidence needs to be cited to endorse freedom:
Bacterial alfalfa leaf spot (Xanthomonas axonopodis pv. alfalfa); Lucerne seed chalcid (Bruchophagus roddi); Sitona weevil (Sitona discoideus); Steiner's spiral nematode (Helicotylenchus dihystera); Black root rot (Chalara elegans); Colletotrichum destructivum; Chickpeas ascochyta blight fungus (Didymella rabiei); Powdery mildew of pea (Erysiphe pisi var. pisi); Fusarium sporotrichioides; Verticillium wilt (Verticillium dahliae); Bean leaf roll virus; Clover yellow vein virus; Faba bean necrotic yellows virus; Lucerne transient streak virus; Red clover necrotic mosaic virus and Tobacco streak virus.
  • Visual inspection by the Authorised Officer is sufficient to endorse freedom from the following:
Camelthorn (Alhagi maurorum), Matweed (Amaranthus blitoides), Onion weed (Asphodelus tenuifolius), Downy brome (Bromus tectorum), Canadian fleabane (Conyza Canadensis), Musk thistle (Carduus nutans), Southern sandbur (Cenchrus echinatus), Diffuse knapweed (Centaurea diffusa), Yellow star thistle (Centaurea solstitialais),  Spotted knapweed (Centaurea stoebe subsp. Micranthos), Dodder (Cuscuta spp.), Couch grass (Elymus repens), Doublegee (Emex australis), Common heliotrope (Heliotropium europaeum), Hoary cress (Lepidium draba), Broomrape (Orobanche spp)., Pale persicaria (Polygonum lapathifolium), Japanese bristlegrass (Setaria faberi), Horseneetle (Solanum carolinense), Buffalo burr (Solanum elaeagnifolium), Dandelion (Taraxacum officinale) and soil (as per normal tolerances).
  • Laboratory analysis report is to be presented as evidence to endorse freedom from Alfalfa mosaic virus. 

Endorsement 7059: 

  • Root knot nematode (Meloidogyne naasi) and Columbia root-knot nematode (Meloidogyne chitwoodi) are not known to occur in Australia. No evidence is required to endorse freedom from these pests.
  • There is no substantive evidence to state that Clover proliferation phytoplasma ('Candidatus Phytoplasma trifolii') is either present in Australia or can be seed-transmitted. No evidence is required to endorse freedom from this pest. 
  • A laboratory analysis certificate is required to endorse freedom from Bacterial wilt of alfalfa (Clavibacter michiganensis subsp. insidiosus).
  • Corynebacterium michiganense pv. insidiosum is a synonym of Clavibacter michiganensis subsp. insidiosus. Freedom from Clavibacter michiganensis subsp. insidiosus is sufficient for endorsing freedom from Bacterial lucerne wilt (Corynebacterium michiganense pv. insidiosum).
Consignments are to be treated with an appropriate fungicide and insecticide at manufacturer's requirements.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 5590)
1) Using official procedures the seed was found free from stated quarantine pests and seed transmitted diseases,
2) A representative sample was inspected and found free of natural soil.
 
Option 2 (EXDOC Endorsement 7059)
1) Root knot nematode (Meloidogyne naasi), Columbia root-knot nematode (Meloidogyne chitwoodi) and Clover proliferation phytoplasma ('Candidatus Phytoplasma trifolii') are not known to occur in Australia,
2) A representative sample was tested and found free from Bacterial wilt of alfalfa (Clavibacter michiganensis subsp. insidiosus) and Bacterial lucerne wilt (Corynebacterium michiganense pv. insidiosum),
3) A representative sample was inspected and found free of natural soil.
