Consignments are to be free from pests, soil, weed seeds and extraneous material.

 

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

Refer to the import permit for endorsement on the Phytosanitary certificate.

Explanation of the endorsement

Endorsement 545:

Phytosanitary certification will be issued subject to the exporter providing a crop inspection report stating that the seed was derived from crops that were inspected and found free of seedborne viruses, diseases and pests as required by the import permit.

Endorsement 3006:

Visual inspection by the Authorised Officer is sufficient to endorse freedom from natural soil.

Endorsement 8154:

Bacterial gall (Rhizobium rhizogenes) is a soil dwelling bacteria which lives in the rhizospere of roots of the hosts. Certification of freedom from this pest can be endorsed on a phytosanitary certificate without sighting supporting evidence.

Freedom from the following pests may be endorsed based on area freedom, crop inspection during active growth or laboratory testing. An area freedom certificate, a crop inspection report or a laboratory analysis certificate must be presented as supporting evidence:
 
  • Tomato spotted wilt virus (TSWV) 
  • Black root rot (Chalara elegans)
     
Freedom from the following pests may be endorsed based on visual inspection of a representative sample by an Authorised Officer:
 
  • Corn poppy (Papaver rhoeas)
  • Field pennycress (Thlaspi arvense)
     
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
 
Note: The accepted tolerances by weight for soil and sand are 0.2%.
Non-GMO requirements:

If certification is required (refer to import permit/NPPO notification), the exporter is responsible for ensuring that the consignment is accompanied by a Certificate as to Condition attesting that the seed has not been genetically modified.

If requested, a Certificate as to Condition (Grain - GX46/Horticulture - HX46) can be issued for the consignment that is specifically supported from information supplied by the Office of the Gene Technology Regulator (OGTR) and where it is a government requirement of the importing country for non-GMO certification (refer to import permit/NPPO Notification).

The following text must be added to the additional declaration field when a GX46/HX46 template is added to the RFP:

The Office of the Gene Technology Regulator has advised the department that there has been no intentional release into the Australian environment of genetically modified product(s) listed on this certificate.

Option 1(EXDOC Endorsement 545)
1) A representative sample was inspected and found free of seedborne / seedtransmitted diseases and pests.

Option 2 (EXDOC Endorsement 2984)
1) The crop was inspected during active growth and found free of viruses, diseases and pests.

Option 3 (EXDOC Endorsement 8154)
1) The consignment was found free through official testing and inspection procedures of Bacterial gall (Rhizobium rhizogenes), Tomato spotted wilt virus (TSWV), Black root rot (Chalara elegans), Corn poppy (Papaver rhoeas) and Field pennycress (Thlaspi arvense).

Option 4 (EXDOC Endorsement 3006)
1) A representative sample was inspected and found free of natural soil.

Import permit dated 2 August 2015, 10 July 2025 and 24 August 2026.
