Consignments are to be free from pests, soil, weed seeds and extraneous material.
 

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

Test results for the presence of Barley Stripe Mosaic Virus in the consignment must be provided with the Notice of Intention to Export Prescribed Goods when submitted to the  Authorised Officer (when specified on the import permit). 

Tilletia controversa (Dwarf bunt) Australia is not known to occur in Australia, it can be certified without supporting evidence.

Pseudocercosporella herpotrichoides (Wheat eyespot), Phytophthora root rot (Phytophthora megasperma) and Arabis mosaic virus are not on the oats export pathway. Freedom from these may be endorsed without citing supporting evidence.

Phytosanitary sampling and inspection procedures address the additional declaration statements pertaining to Sitophilus granarius (Granary weevil), Lolium temulentum (Darnel ryegrass), Sorghum almum (Sorghum), Sorghum halepense (Johnson grass) and Dodder (Cuscuta spp).

Alternatively, exporters may have a representative sample tested in a laboratory for Lolium temulentum (Darnel ryegrass), Sorghum almum (Sorghum), Sorghum halepense (Johnson grass) and Dodder (Cuscuta spp).

A Phytosanitary Certificate with no additionaldeclarations may be issued when the import permit does not require freedom fromany specified insects/pests.

Establishment registration requirements:
  • It is the inspection and packing registered establishment's responsibility to ensure they are registered with the GACC prior to preparing or exporting oats to China. This registration is separate to the department's registration of export registered establishments.
  • If a registered establishment is inspecting and packing oats to China for the first time, then contact must be made with the Grain and Seed Exports Program (Grain.Export@aff.gov.au) so that the name and location of your business can be provided to GACC. GACC registered establishments are published on the GACC website.

1) Dwarf bunt (Tilletia controversa) is known not to occur in Australia,
2) The consignment was found free through official testing and inspection procedure of Wheat eyespot (Pseudocercosporella herpotrichoides), Granary weevil (Sitophilus granarius), Darnel ryegrass (Lolium temulentum), Sorghum (Sorghum almum), Johnson grass (Sorghum halepense) and barley stripe mosaic virus.

Option 2 (EXDOC Endorsement 2971)
1) Dwarf bunt (Tilletia controversa) is known not to occur in Australia,
2) The consignment was found free through official testing and inspection procedure of Wheat eyespot (Pseudocercosporella herpotrichoides), Granary weevil (Sitophilus granarius), Darnel ryegrass (Lolium temulentum), Sorghum (Sorghum almum) and Johnson grass (Sorghum halepense).

Option 3 (EXDOC Endorsement 3041)
1) Dwarf bunt (Tilletia controversa) is known not to occur in Australia,
2) The consignment was found free through official testing and inspection procedure of Phytophthora root rot (Phytophthora megasperma), Wheat eyespot (Pseudocercosporella herpotrichoides), Arabis mosaic virus, Granary weevil (Sitophilus granarius), Darnel ryegrass (Lolium temulentum), Sorghum (Sorghum almum), Johnson grass (Sorghum halepense) and Dodder (Cuscuta spp).
Import permits dated 12 October 2015 and 21 November 2018.
