Consignments are to be free from pests, soil, weed seeds and extraneous material.

Original and certified translation of the import permit must be presented to the Authorised Officer at the time of inspection.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

If specified on the import permit, the consignment must be accompanied by a certificate of origin and a non-GMO certificate.

Explanation of the endorsements:

Endorsement 8089:
  • An area freedom certificate issued by a state government is required to endorse freedom from Black rot (Xanthomonas campestris pv Campestris), Brown rot (Alternaria brassicae) and Black leg (Leptosphaeria maculans).
Endorsement 8090:
  • A laboratory analysis certificate is required to endorse freedom from Black rot (Xanthomonas campestris pv Campestris), Brown rot (Alternaria brassicae) and Black leg (Leptosphaeria maculans).
Endorsement 8091:
  • A laboratory analysis certificate is required to endorse freedom from Black rot (Xanthomonas campestris pv Campestris), and
  • The consignment has been treated with a fungicide against Brown rot (Alternaria brassicae) and Black leg (Leptosphaeria maculans).
Non-GMO requirements:

If certification is required (refer to import permit/NPPO notification), the exporter is responsible for ensuring that the consignment is accompanied by a Certificate as to Condition attesting that the seed has not been genetically modified.

If requested, a Certificate as to Condition (Grain - GX46/Horticulture - HX46) can be issued for the consignment that is specifically supported from information supplied by the Office of the Gene Technology Regulator (OGTR) and where it is a government requirement of the importing country for non-GMO certification (refer to import permit/NPPO Notification).

The following text must be added to the additional declaration field when a GX46/HX46 template is added to the RFP:

The Office of the Gene Technology Regulator has advised the department that there has been no intentional release into the Australian environment of genetically modified product(s) listed on this certificate.


Consignment to be fungicide treated with an appropriate fungicide at the recommended manufacturers rate.

If endorsements 8091 is used, the seeds are to be treated against Brown rot (Alternaria brassicae) and Black leg (Leptosphaeria maculans) with an appropriate fungicide according to the label requirements.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 8089)
1) Black rot (Xanthomonas campestris pv Campestris), Brown rot (Alternaria brassicae) and Black leg (Leptosphaeria maculans) are not known to occur in the area of production.

Option 2 (EXDOC Endorsement 8090)
1) A representative sample was found free through laboratory testing of Black rot (Xanthomonas campestris pv Campestris), Brown rot (Alternaria brassicae) and Black leg (Leptosphaeria maculans).

Option 3 (EXDOC Endorsement 8091)
1) A representative sample was found free through laboratory testing of Black rot (Xanthomonas campestris pv Campestris), and
2) The consignment has been treated with a fungicide against Brown rot (Alternaria brassicae) and Black leg (Leptosphaeria maculans).
