Consignments are to be free from pests, soil, weed seeds and extraneous material.


Import of food products into Bangladesh requires a Radioactivity Statement (GX46B) from the competent authority of the exporting country (Article 16 of the Import Policy Order 2012-2015, Ministry of Commerce, Bangladesh). When requested by the exporter, a Radiation Statement may be issued.


If the import permit requires certification in relation to extraneous material, the exporter must provide a laboratory analysis certificate as evidence that the extraneous material is not above the tolerance level specified on the import permit. Certification can be provided on a Certificate as to Condition (GX46) if requested.

Extraneous material should not exceed the tolerance level specified on the import permit. If the import permit does not specify a tolerance level, extraneous matter should not exceed 0.2% of the consignment by weight.

Consignments requiring change of destination from India to Bangladesh

Exporters inspecting and packing consignments for India that may require a change of destination to Bangladesh should note the below species are on Bangladesh’s quarantine weed seed list but not on India's quarantine weed seed list:

  • Ambrosia artemisiifolia
  • Cardaria draba
  • Tripleurospermum inodorum
  • Parthenium. spp
  • Papaver rhoeas
A change of destination request from India to Bangladesh will not be authorised unless the products were also inspected and tested for Bangladesh's quarantine weed seeds and recorded as such in the inspection record for that commodity.

Explanation of the endorsements

Endorsement 1870:
  • Freedom from Granary weevil (Sitophilus granarius), Grain beetle (Oryzaephilus surinamensis), Ergot (Claviceps purpurea) and Canary grass (Phalaris minor) may be endorsed on the phytosanitary certificate based on visual inspection by the Authorised Officer.
  • Freedom from Bunt of wheat (Tilletia spp) and quarantine weed seeds may be endorsed on the phytosanitary certificate on the basis of laboratory test analysis.
  • The exporter must provide a laboratory analysis certificate attesting to freedom from quarantine weed seeds and present it to the Authorised Officer at the time of inspection. Bangladesh's list of quarantine weed seeds can be found on p.144-145 of the Plant Quarantine Rules 2018.
  • In Addition, visual inspection by the Authorised Officer must be undertaken as per instructional material for endorsing freedom from the following quarantine weed seeds.

Endorsement 5931:
  • If the import permit requires an additional declaration stating that the consignment is free from soil and extraneous materials, the exporter is to apply for a Certificate as to Condition (GX46) to certify freedom from extraneous matter. 
  • A laboratory analysis certificate must be presented to the Authorised Officer at time of inspection to endorse freedom from soil.
NOTE:
The additional declarations are only to be endorsed on the phytosanitary certificate where the import permit specifically states this requirement. If the import permit does not require any specific additional declarations, the phytosanitary certificate is to be issued with nil additional declaration. Exporters are to refer to the import permit to determine the appropriate additional declaration for their consignment.
Consignments are to be fumigated with an appropriate fumigant at recommended manufacturers requirements.

Treatment is only to be certified on phytosanitary certificates where the import permit specifically states this requirement. Import permits sighted in which there is no specific treatment details are to be issued with a phytosanitary certificate with no treatment details.

In-transit fumigation:

In-transit phosphine fumigation details may be endorsed on the phytosanitary certificate in the treatment section as follows:

“THE ALUMINIUM PHOSPHIDE FUMIGATION OF [commodity] ONBOARD [enter vessel name] WAS CONDUCTED IN-TRANSIT BY A LICENSED FUMIGATOR AT [dosage] GRM/M3 FOR [number of days] DAYS [OR MORE] AT [temperature] DEGREES CELSIUS."

The date to be entered into the Start and End Date fields in the Treatment section of EXDOC (same date into both fields) is the date the tablets/pellets/sleeves are placed into the vessel holds.

The exporter is to provide evidence attesting to the treatment and present it to the department at time of authorisation.

Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.

For treatment, which is not undertaken onshore, prior to departure, the licensed fumigator/exporter is to provide the Grain and Seed Export Program Grain.Export@aff.gov.au with:

  • permit issued by the APVMA allowing use of fumigant in-transit
  • fumigation plan including:
    • re-circulation method and monitoring lines and their locations
    • method of sealing holds during fumigation
    • method of clearing the fumigant from the consignment
    • method used to provide gas free certification
    • proposed dosage (grm/m3), temperature (degrees Celsius), and duration of treatment (days) in accordance with NPPO import conditions
    • vessel name, destination and holds loaded
    • commodity and quantity
    • signed and dated by the treatment provider or a management representative
A treatment certificate from the licensed fumigator containing the following information must be provided to the department at the time of requesting authorisation:
  • proposed dosage (grm/m3), temperature (degrees Celsius), and duration of treatment (days) in accordance with NPPO import conditions
  • vessel name, destination and holds loaded
  • commodity and quantity
  • signed by a licensed fumigator with contact details provided.
Note:
  • In-transit phosphine fumigation may only be undertaken when approved by the destination country.
  • If treatment is to be undertaken in-transit, consignment must be found free of live insects during phytosanitary inspection.
  • Fumigator must submit the Fumigation Plan to the Grain and Seed Export Program (Grain.Export@aff.gov.au) for approval before undertaking in-transit phosphine fumigation to meet importing country's quarantine requirement.

Option 1 (EXDOC Endorsement 1870)
1) The consignment was found free through official testing and inspection procedure of Granary weevil (Sitophilus granarius), Grain beetle (Oryzaephilus surinamensis), Ergot (Claviceps purpurea), Canary grass (Phalaris minor), Wheat bunt (Tilletia spp) and quarantine weed seeds.

Option 2 (EXDOC Endorsement 5931)
1) The consignment is free from soil.
