Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Bangladesh import permits may be issued with varying additional declaration and treatment requirements. Exporters must refer to the import permit to verify requirements for their consignment.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


Consignments requiring change of destination from India to Bangladesh

Exporters inspecting and packing consignments for India that may require a change of destination to Bangladesh should note the below species are on Bangladesh’s quarantine weed seed list but not on India's quarantine weed seed list:

  • Ambrosia artemisiifolia
  • Cardaria draba
  • Tripleurospermum inodorum
  • Parthenium. spp
  • Papaver rhoeas
A change of destination request from India to Bangladesh will not be authorised unless the products were also inspected and tested for Bangladesh's quarantine weed seeds and recorded as such in the inspection record for that commodity.

Explanation of the endorsements

Endorsement 6159:

  • Visual inspection by the Authorised Officer is sufficient to endorse freedom from Warehouse beetle (Trogoderma variabile) and Rusty grain beetle (Cryptolestes ferrugineus)
  • Heat treatment at a minimum of 60 degrees Celsius for at least 5 minutes is considered effective against Stem and bulb nematode (Ditylenchus dipsaci), Sharp eyespot of cereals (Ceratobasidium cereale), Culm rot of cereals (Fusarium culmorum) and Foot rot of cereals (Monographella nivalis). The Exporter is to provide a manufacturer's declaration attesting to the treatment and present to the Authorised Officer at the time of inspection.
Endorsement 5875:
  • Grain borer (Prostephanus truncatus) is not known to occur in Australia. No evidence is required to endorse freedom from this pest.
  • Visual inspection by the Authorised Officer is sufficient to endorse freedom from Fall armyworm (Spodoptera frugiperda), soil (as per normal tolerances) and Maize weevil (Sitophilus zeamais).

  • Visual inspection by the Authorised Officer is sufficient to endorse freedom from soil (as per normal tolerances).

Endorsements 5875 and 6333 (quarantine weed seeds):
  • The exporter must provide a laboratory analysis certificate attesting to freedom from quarantine weed seeds and present it to the Authorised Officer at the time of inspection. Bangladesh's list of quarantine weed seeds can be found on p.144-145 of the Plant Quarantine Rules 2018.
  • In Addition, visual inspection by the Authorised Officer must be undertaken as per instructional material for endorsing freedom from the following quarantine weed seeds.

Endorsement 5931:
  • Visual inspection by the Authorised Officer is sufficient to endorse freedom from soil (as per normal tolerances). 
Endorsement 6203:
  • Visual inspection by the Authorised Officer is sufficient to endorse freedom from Granary weevil (Sitophilus granarius), Canary grass (Phalaris spp), Grain beetle (Oryzaephilus surinamensis) and Ergot (Claviceps purpurea).
  • A laboratory analysis certificate endorsing freedom from Bunt of wheat (Tilletia tritici) must be presented to the Authorised Officer at the time of inspection.

If the import permit requires certification in relation to extraneous material, the exporter must provide evidence that the extraneous material is not above 0.5% by weight (per each sample 2.25 litres or equivalent) through laboratory test results. Certification can be provided on a Certificate as to Condition (GX46) stating "The consignment is free from extraneous material" if requested. Freedom from extraneous material will not be endorsed as an additional declaration on the phytosanitary certificate.

Import of food products into Bangladesh requires a Radioactivity Statement (GX46B) from the competent authority of the exporting country (Article 16 of the Import Policy Order 2012-2015, Ministry of Commerce, Bangladesh). When requested by the exporter, a Radiation Statement may be issued.

If the import permit requires fumigation but does not specify any details, the consignment is to be fumigated with an appropriate fumigant at recommended dose prior to export.

If the import permit specifies details of fumigation (e.g. fumigation with methyl bromide at 80 grms/m3 for 48 hours at 21 degrees Celsius), fumigation must be undertaken as per the import permit requirement.

For consignments where the import permit allows an alternative treatment approved by the Plant Quarantine Authority of the exporting country, the
Department of Agriculture, Fisheries and Forestry
 has approved the below heat treatment during the manufacturing of rolled oats as meeting the import permit requirement:

Consignments are to be heat treated at a minimum of 60 degrees Celsius for a minimum of 5 minutes.

The exporter is to provide a fumigation certificate or a manufacturer's declaration attesting to the heat treatment and to present it to the Authorised Officer at the time of inspection.

Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.

Option 1 (EXDOC Endorsement 6159)
1) A representative sample was inspected and found free of Warehouse beetle (Trogoderma variabile) and Rusty grain beetle (Cryptolestes ferrugines).
2) The consignment was found free through official testing and inspection procedure of Stem and bulb nematode (Ditylenchus dipsaci), Sharp eyespot of cereals (Ceratobasidium cereale), Culm rot of cereals (Fusarium culmorum) and Foot rot of cereals (Monographella nivalis).

Option 2 (EXDOC Endorsement 5875)

Option 4 (EXDOC Endorsement 6203)
1) The consignment was found free through official testing and/or inspection procedures of Granary weevil (Sitophilus granarius), Canary grass (Phalaris spp), Grain beetle (Oryzaephilus surinamensis), Bunt of wheat (Tilletia tritici) and Ergot (Claviceps purpurea).

Option 5 (EXDOC Endorsement 6333)
1) The consignment was found free through official testing and inspection procedures of soil and quarantine weed seeds.
