If required by the import permit, the exporter is to provide to the Bangladesh authorities an exporter declaration stating that the cotton consignment has not been carried on a ship originating from the western hemisphere or is carrying American cotton. Exporters may also be required to provide a Certificate of Origin issued by the relevant state/territory Chamber of Commerce and Industry.
If such evidence cannot be provided, the whole consignment will be treated as American cotton and will be subject to fumigation treatment on arrival. Exporting cotton without an exporter declaration is at the exporter's own commercial risk.
The only responsibility Authorised Officers have in relation to the above requirement for an exporter declaration and/or a Certificate of Origin is to inform exporters of this requirement. The exporter declaration and/or Certificate of Origin do not need to be provided to the Authorised Officer or the department for export authorisation purposes.
