Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.
 
Bangladeshi import permits may be issued with varying additional declaration and treatment requirements. Exporters must refer to the import permit to verify requirements for their consignment.

If the import permit requires certification in relation to extraneous material, the exporter must provide evidence that the extraneous material is not above 1% through laboratory test results. Certification can be provided on a Certificate as to Condition (GX46) if requested. Freedom from extraneous material will not be endorsed as an additional declaration on the phytosanitary certificate. The following statement must be included in the Additional Declaration field of the RFP (so that it is shown on the GX46): "The consignment is free from extraneous material."

Import of food products into Bangladesh requires a Radioactivity Statement (GX46B) from the competent authority of the exporting country (Article 16 of the Import Policy Order 2012-2015, Ministry of Commerce, Bangladesh). When requested by the exporter, a Radiation Statement may be issued.


Non-GMO requirements:

If certification is required (refer to import permit/NPPO notification), the exporter is responsible for ensuring that the consignment is accompanied by a Certificate as to Condition attesting that the seed has not been genetically modified.

If requested, a Certificate as to Condition (Grain - GX46/Horticulture - HX46) can be issued for the consignment that is specifically supported from information supplied by the Office of the Gene Technology Regulator (OGTR) and where it is a government requirement of the importing country for non-GMO certification (refer to import permit/NPPO Notification).

The following text must be added to the additional declaration field when a GX46/HX46 template is added to the RFP:

The Office of the Gene Technology Regulator has advised the department that there has been no intentional release into the Australian environment of genetically modified product(s) listed on this certificate.


Consignments requiring change of destination from India to Bangladesh

Exporters inspecting and packing consignments for India that may require a change of destination to Bangladesh should note the below species are on Bangladesh’s quarantine weed seed list but not on India's quarantine weed seed list:

  • Ambrosia artemisiifolia
  • Cardaria draba
  • Tripleurospermum inodorum
  • Parthenium. spp
  • Papaver rhoeas
A change of destination request from India to Bangladesh will not be authorised unless the products were also inspected and tested for Bangladesh's quarantine weed seeds and recorded as such in the inspection record for that commodity.

Explanation of the endorsements

An endorsement is only required when the import permit specifically states this requirement. If the import permit does not require a specific additional declaration, the phytosanitary certificate is to be issued with nil additional declaration.

Exporters are to refer to the import permit to determine the appropriate additional declaration for their consignment.

Endorsement 5882:
  • Pea cyst nematode (Heterodera goettingiana) is not known to occur in Australia. No evidence is required to endorse freedom from this pest.
  • Visual inspection by an Authorised Officer is sufficient for endorsing freedom from soil and Bruchids (Bruchidius spp. Speclaris impressithorax).
  • A laboratory analysis certificate is required for endorsing freedom from Stem and bulb nematode (Ditylenchus dispaci).

Endorsement 3954:
  • Visual inspection by the Authorised Officer is sufficient to endorse freedom from soil (as per normal tolerances).
  • The exporter must provide a laboratory analysis certificate attesting to freedom from quarantine weed seeds and present to the Authorised Officer at the time of inspection. Bangladesh's list of quarantine weed seeds can be found on p.144-145 of the Plant Quarantine Rules 2018.
  • In Addition, visual inspection by the Authorised Officer must be undertaken as per instructional material for endorsing freedom from the following quarantine weed seeds.

Endorsement 5931:
  • Visual inspection by an Authorised Officer is sufficient for endorsing freedom from soil.
All consignments are to be fumigated with an appropriate fumigant at recommended dose prior to export.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.
