Import permits may request freedom from soil. If so, a laboratory analysis certificate for presence of soil must be presented to the Authorised Officer at time of inspection. The soil content must be below or match the tolerance indicated in the Guideline: Inspection of prescribed grain and plant products for export (Attachment 2) of 0.2% by weight. The certificate must be attached to the phytosanitary certificate. If no specific requirement for freedom from soil is listed on the import permit, no laboratory analysis certificate for presence of soil is required.
Explanation of the endorsements
Authorised Officer visual inspection of a representative sample is required for endorsing freedom from Warehouse beetle (Trogoderma variable) for all endorsements.
Endorsement 712:
- An area freedom certificate issued by a state government is required to endorse freedom from Perennial thistle (Cirsium arvense).
- A laboratory analysis certificate is required to endorse freedom from Perennial thistle (Cirsium arvense).
- If required the statement "OFFICIAL LABORATORY ANALYSIS NUMBER (NUMBER) / DATE(DATE)" can be entered in the "Additional product description field" section of the EXDOC Request for Permit (RFP). There is to be no deviation from this text format. To enable the field on the RFP the exporter must submit a request to the EXDOC Plant program via (EXDOCPlantPrograms@agriculture.gov.au).
Endorsement 715:
- A crop inspection certificate is required to endorse freedom from Perennial thistle (Cirsium arvense).
Option 1 (EXDOC Endorsement 712)
1) The consignment is free of Warehouse beetle (Trogoderma variable),
2) Perennial thistle (Cirsium arvense) is known not to occur in the area of production.
Option 2 (EXDOC Endorsement 714)
1) The consignment is free of Warehouse beetle (Trogoderma variable),
2) The consignment was found to be free by official laboratory testing of Perennial thistle (Cirsium arvense).
Option 3 (EXDOC Endorsement 715)
1) The consignment is free of Warehouse beetle (Trogoderma variable),
2) The crop was officially inspected during the growing period and found to be free of Perennial thistle (Cirsium arvense).

2) Perennial thistle (Cirsium arvense) is known not to occur in the area of production.
Option 2 (EXDOC Endorsement 714)
