It is the exporter's responsibility to ensure that the animal meets the importing country requirements. Additional information to assist exporters with how to prepare reproductive material for export is available on the Department’s website.

There is a Feline and Canine Material Guideline (Guideline 1102) available for feline and canine material that is imported for research purposes. Guideline 1120, Cell Cultures/Lines, Recombinant Cell Cultures/Lines, and Their Products (for in vitro use) is also available.

Where an importing country issues an import permit, the exporter must ensure the animal meets any requirements in the permit.

Health certification

There is guidance material for the importation of domestic dog /canine semen, embryos and other germplasm not regulated by USDA APHIS Veterinary Services and you should check this.

A valid health certificate issued by an accredited or licensed veterinarian from the exporting country should accompany shipments of non-regulated germplasm for breeding purposes (those not requiring an import permit). This document must state the species of origin of this germplasm to validate that the semen is not sourced from any regulated species.

The species of origin information should be documented on any of the following: manifests, invoices, foreign producer/shipper statements on letterhead or other shipping documents. The documentation should be available for review on shipment arrival at the US port of entry and not be placed inside the shipping container.

State Regulations may apply to the movement of reproductive material into individual States and you should check these.

Transport requirements

The importing country may have specific transport requirements and you should check this.

For the importation of reproductive material it is recommended that documents are not placed inside shipping containers. Refer to the Guideline 1120: Cell Cultures/Lines, Recombinant Cell Cultures/Lines, and Their Products (for in vitro use).
