III. HEALTH INFORMATION

I, Dr ………………………………, a duly authorised government veterinary officer, hereby certify with respect to the horse(s) described above that:

  1. The horse(s) has been in Australia since birth, or for a continuous period of at least 60 days prior to export.*

  2. The following diseases are compulsorily notifiable in Australia: African horse sickness, dourine, glanders, surra, equine encephalomyelitis (Venezuelan, Eastern and Western equine encephalomyelitis (VEE, EEE, WEE)), Japanese encephalitis, equine infectious anaemia, contagious equine metritis, Borna disease, vesicular stomatitis, rabies, anthrax and equine influenza.

  3. Australia is recognised by the World Organisation for Animal Health (WOAH) as being a country free from African horse sickness.

  4. Australia is free of the following diseases for the 12 months preceding export: glanders, Borna disease and vesicular stomatitis.

  5. Australia is free of the following diseases for the 24 months preceding export: dourine, contagious equine metritis, equine influenza, rabies and surra and equine encephalomyelitis (VEE, EEE, WEE).

  6. During the 3 months prior to export, no case of equine infectious anaemia (EIA) has been associated with any premises where the horse(s) was kept during that period and no case of EIA has been detected at the pre-export isolation facility or within a 100km radius of the facility during that period.

  7. If the horse(s) was immunised against West Nile virus, the dates, vaccine and batch number(s) are recorded in both the health certificate and in the passport.*

  8. Within 6 months prior to export:

    1. after due enquiry, the horse(s) has not been resident on premises where strangles (Streptococcus equi) was detected;*

      OR

    2. the horse(s) was tested negative for Streptococcus equi by means of 3 tests with negative results, using a bacterial culture method and/or polymerase chain reaction (PCR), on nasopharyngeal swabs, at intervals of not less than 7 days between tests, the last swab being taken in the last 10 days before export.*1

  9. The horse(s) has been examined within 48 hours of export and is visibly free of external parasites, shows no clinical signs of disease and is fit for travel.

  10. The horse(s) showed no clinical sign of Japanese encephalitis on the day of export.

  11. The horse(s) was resident on properties where Japanese encephalitis was not reported during the 60 days prior to entering pre-export isolation.

  12. The horse(s) was subjected to the following tests, with negative results, on samples of blood taken during pre-export isolation:1

    1. equine infectious anaemia: a Coggins test

      Note: If a horse being prepared for export to South Africa tests suspects or positive on the CATT, the horse must be removed from pre-export isolation and the remaining horses must then be re-tested 21 days later. South Africa must be advised of any such suspect or positive test results during pre-export isolation.

  13. The horse(s) was tested 3 times with negative results for contagious equine metritis during pre-export isolation using a bacterial culture method or a real time PCR at intervals of not less than 7 days between tests:1

    1. - in the case of a stallion, colt or gelding, swabs must be taken from the penile sheath (lamina interna), urethra and urethral fossa including the urethral sinus for each of the three tests;
    2. - In the case of a non-pregnant mare or filly older than 18 months, swabs must be taken from the endometrium, clitoral fossa and clitoral sinus (paediatric swabs) for each of the three tests;
    3. - In the case of a pregnant mare of filly younger than 18 months, swabs must be taken from the clitoral fossa and clitoral sinus (paediatric swabs) for each of the three tests.

    5. In accordance with the WOAH Terrestrial Manual, stallions/colts/geldings/mares/fillies should not be washed with disinfectant or treated with local or systemic antibiotics from at least 7 days prior to taking the first set of swabs until the last set of swabs has been taken.

  14. The horse(s) was tested twice within 45 days of export for equine viral arteritis by virus neutralisation test at an interval of 21 days between tests with the following results:1

    1. both negative;*

All vaccinations must be certified in the horse’s passport.*

  16. The horse(s) has been treated within 7 days of export during pre-export isolation for internal and external parasites with an effective remedy registered for use in Australia. Treatment for internal parasites must include broad-spectrum product(s) effective against nematodes and cestodes. Treatment against trematodes must also be administered during the same period using an effective veterinary product prescribed and administered under veterinary direction as an off-label use and in accordance with applicable Australian legislation.

1 Copies of officially endorsed test results must be attached to the health certificate. All tests must be done at a government recognised laboratory in accordance with the WOAH Manual of Diagnostic Tests and Vaccines for Terrestrial Animals.

2 All vaccinations must either be entered in the passport or officially endorsed vaccination certificates attached to the health certificate.

3 According to the WOAH Expert Surveillance Panel on Equine Influenza Vaccine Composition, vaccines for the international market should contain both clade 1 and clade 2 viruses of the Florida sublineage. Clade 1 is represented by A/eq/South Africa/04/2003-like or A/eq/Ohio/2003-like viruses. Clade 2 is represented by A/eq/Richmond/1/2007-like viruses. The last vaccination (both primary vaccinations or booster vaccination) should be done with an epidemiologically relevant vaccine.

If your animal is returning to Australia, you should make yourself familiar with the Department's requirements for importing live animals into Australia. This is important as your animal may have been exposed to diseases that do not occur in Australia.
