Importing country requirements
It is the exporter's responsibility to ensure that the animal meets the importing country requirements.
The consignment of live day-old chicks shall be accompanied by a valid import permit issued by the
Malaysian Quarantine and Inspection Services Department (MAQIS) permitting the importation of such chickens into Malaysia.

- Where an importing country issues an import permit, the exporter must ensure the animal meets any requirements in the permit.
Health requirements
Health certificate
- Australia is free from Highly Pathogenic Avian Influenza (HPAI) following completion of a ninety (90)-day stamping-out policy, which includes the cleaning and disinfection of the last affected premises where susceptible animals were kept.
The Department issues certification for country freedom based on advice obtained from the Australian Chief Veterinary Officer to WOAH of no reports of HPAI in Australia following completion of a 90-day stamping out policy.
- The Australian State or Territory of origin of the day-old chicks had no reports of Low Pathogenic Avian Influenza (LPAI) in commercial poultry in the six (6) months prior to export
OR
The day-old chicks originate from establishments that had no reports of LPAI in birds within a radius of forty (40) kilometres in the three (3) months prior to export (strike out inapplicable).
The Department issues certification based on a declaration from the state or territory veterinary authorities identifying the State or Territory or the area within a radius of 40km of the establishments of origin, has had no reports of the notifiable disease in the 3 months prior to export.
- Australia has demonstrated an absence of Newcastle Disease (ND) virus infection in poultry for the past twelve (12) months based on surveillance in accordance with WOAH Terrestrial Animal Health Code Chapter 10.9.22 to 10.9.26.
The Department issues certification based on a declaration from the state or territory veterinary authorities identifying that the State or Territory is free from Newcastle disease as defined by the WOAH Terrestrial Animal Code Chapter 10.9.22 to 10.9.26.
- The day-old-chicks were hatched from eggs derived from registered farms where no case of fowl cholera, Infectious Bronchitis, Infectious Laryngotracheitis, Infectious Bursal Disease, Marek’s disease, Egg Drop Syndrome, Swollen Head Syndrome, Avian encephalomyelitis and Mycoplasmosis has been diagnosed or occurred on the farm in the preceding six (6) months prior to export.
The Department issues certification based on a declaration from the state and territory veterinary authority of farm registration and no evidence of the relevant notifiable diseases occurring on the premises where the donor flocks from which the day-old chicks were derived from for six months prior to export.
The Department issues certification based on a declaration from the operator of the premises where the donor flocks from which the day-old chicks were derived from of no evidence of the relevant non-notifiable diseases occurring on the premises for six months prior to export.
- The donor flocks from which the day-old chicks for export to Malaysia are derived are from registered farms that either (strike out inapplicable):
a)
- i) are accredited to be free from Salmonella enteritidis
The Department issues certification based on declarations from the state or territory veterinary authority confirming the donor flocks from which the day-old chickens were produced from are derived from registered farms and are accredited Salmonella-free flocks for Salmonella Enteritidis.
AND
- ii) have been tested for Salmonella pullorum and Salmonella gallinarum by serum agglutination tests at least twice in the six (6) months prior to export, including once within thirty (30) days of export. A number sufficient to detect 5% prevalence with 95% confidence was tested. No evidence of Salmonella pullorum or Salmonella gallinarum was detected
AND
- iii) the housing of the donor flocks from which the day-old chicks are produced has been microbiologically tested for Salmonella typhimurium. Five samples per house were tested at least twice in the six (6) months prior to export, including once within thirty (30) days of export. No evidence of Salmonella typhimurium was detected
OR
b)
- i) have been tested for Salmonella pullorum and Salmonella gallinarum by serum agglutination tests at least twice in the six (6) months prior to export, including once within thirty (30) days of export. A number sufficient to detect 5% prevalence with 95% confidence was tested. No evidence of Salmonella pullorum or Salmonella gallinarum was detected
AND
- ii) the housing of the donor flocks from which the day-old chicks are produced has been microbiologically tested for Salmonella typhimurium and Salmonella enteritidis. Five samples per house were tested at least twice in the six (6) months prior to export, including once within thirty (30) days of export. No evidence of Salmonella typhimurium or Salmonella enteritidis was detected.
The Department issues certification based on the laboratory report(s) from a NATA accredited laboratory for the test/s required.
The Department issues certification based on a declaration and records of sampling from the registered veterinarian from the donor flocks within the appropriate time frame and of a sufficient number to meet the required prevalence and confidence levels.
- The day-old-chicks were hatched in a hatchery approved by the veterinary authority of Australia and no eggs from any other farm have been hatched in the same incubator at the same time.
The farms and hatcheries of origin must have been inspected/audited by the Department within the past 12 months to demonstrate compliance with chapters 6.4 and 6.5 of the WOAH code. The Department issues certification based on the most recent approval certificate from the Department.
The Department issues certification based on a declaration from the operator of the hatchery that no eggs from any other farm have been hatched in the same incubator at the same time.
- The eggs and incubators used in the hatchery were disinfected or fumigated prior to incubation.
The Department issues certification based on a declaration from the operator of the premises including the name of the registered disinfectant name, and the date and place the disinfection occurred.
- The day-old chicks were packed direct from the incubator in the hatchery into satisfactory new, clean disposable boxes for export and have had no contact with any bird other than day-old-chicks originating from the same hatchery.
The Department issues certification based on a declaration from the exporter and a transport plan provided by the exporter.
- The day-old chicks have not been vaccinated.
OR
The day -old chicks have been vaccinated against Marek’s disease only or with other common poultry diseases using vaccine approved by the veterinary authority of Australia.

The Department issues certification based on a declaration from the registered veterinarian that the day-old chicks have not been vaccinated, or have been vaccinated against Marek’s disease only or with other common poultry diseases using a registered vaccine and vaccination records are provided.
- The day-old chickens destined for export to Malaysia have been examined by the registered veterinarian and found to be healthy and free from any clinical sign of infectious or contagious disease at the time of export.
The Department issues certification based on a declaration from the registered veterinarian who performed the examination at the time of export.

Each consignment day-old chicks and hatching eggs imported into Malaysia shall be carried by ship or aircraft or any vehicle direct to the prescribed landing place in Malaysia.
Pre and post arrival quarantine requirements
The importing country may have specific pre and post arrival quarantine requirements and you should check this.
Inspection of farm(s) or premises of origin
The farm(s) or premises of origin may be subjected to inspection by the officials from the DVS, Malaysia as and when deemed required.
Suspension of Import
The Director General of Veterinary Services Malaysia or State Veterinary Director may at any time when deemed necessary suspend importations from that country either temporarily or permanently in the event of disease outbreaks or suspected disease outbreaks occur or in case of importation in contravention of the above regulations.
Right to Amend Import Regulations
The Director General of Veterinary Services Malaysia or State Veterinary Director shall amend the above regulations at any time as he may deem necessary.
