Health certification
For Commercial Consignments, a permit to import must be obtained and presented to the Department of Agriculture and Water Resources prior to export.
Permits obtainable only from:

All cats must be vaccinated for rabies at least 14 days and no more than 12 months prior to export.
Health Certificate required. Rabies vaccination certificate must be presented with health and export certificates.
A pet cat is exempt from the requirement to obtain an import permit if it is accompanying the owner (i.e. on the same flight) however, it is not exempt from the requirement for a vaccination against rabies
If a cat is not accompanied by a human traveller, it will be considered to be a commercial consignment and require an import permit and the tests/treatments as that for a commercial consignment. However AQSIQ has advised, that only ONE (1) pet (this may be either a dog or a cat, not both) can accompany each human traveller. If the human traveller has more than one pet the pets are treated as a commercial consignment and therefore require an import permit.
