Fish products for human consumption
Temporary suspension of FXUA01 (18/12/2020)
The FXUA01 health certificate (Veterinary – sanitary certificate – covering fish, fishery products exported to Ukraine) has been suspended pending certification negotiations with Ukrainian authorities. The Department is unable to certify consignments of seafood exported to Ukraine and is working to re-establish market access. For more information see MAA 2020-21.
1.1 Establishment registration
The Department of Agriculture, Fisheries and Forestry (the Department) is the Australian government authority responsible for export registration, inspection and certification of Australian food and agricultural exports.
All premises involved in the production of fish and fish products for export, including fishing vessels where fish is prepared for export must be registered with the Department. For more information or assistance with the export registration process contact the Department's Dairy, Eggs and Fish program at dairyeggsfish@aff.gov.au.
Exceptions to establishment registration
Preparation of goods at an export registered establishment and an export permit is not required if you are exporting the following as these goods are not prescribed under the Export Control (Fish & Fish products) Rules 2021;
- liquid fish and liquid fish products exported in a consignment of not more than 10 litres;
- dried fish and dried fish products (other than dried abalone) exported in a consignment of not more than 2 kilograms;
- fish products where fish or fish products are not the major component;
- fish or fish products that are animal food or pharmaceutical material;
- fish or fish products not covered by paragraphs (a) to (d) (other than dried abalone) exported in a consignment of not more than 10 kilograms;
- fish or fish products in the form of a tablet or capsule;
- Note
- However, if Ukraine requires a government certificate for the entry of the above goods, a certificate can be issued by the Department – provided that the goods have been prepared in an export registered establishment.

1.3 Prohibited products
The Department has no knowledge of fish or fish products that are prohibited for import to Ukraine.

2.1 Harvest
Sourcing of fish and fish products
Ukraine has no known specific requirements for sourcing of fish and fish products that differ from those required by the Export Control (Fish and Fish Products) Rules 2021.
Sourcing, slaughter and post-mortem inspection of crocodiles
There is no agreed certification for import of crocodile meat into Ukraine.
2.2 Microbial and residue sampling
Ukraine has no known additional requirements for microbial sampling of fish and fish products that differ from those required in the Export Control (Fish and Fish Products) Rules 2021.
Ukraine residue standards
Maximum residue limits (MRLs) or import tolerances for residues of specific agricultural and veterinary chemicals approved for use in Australia may not exist in Ukraine or may be established at levels lower than those established in Australia. Maximum Limits (MLs) for contaminants may also vary between Ukraine and Australia.
Food business operators should note that:
- These differences can be interrogated case-by-case by considering the Ukraine standards and the Australian standards.
- Any detection of a residue above the Ukraine MRLs/MLs (as applicable) at the border may result in rejection of the consignment.

2.3 Operational requirements additional to Australia's export legislation
Ukraine has no known specific requirements for operational hygiene that differ from those required in the Export Control (Fish and Fish Products) Rules 2021.
2.4 Premises and equipment
Ukraine has no known specific requirements for premises and equipment that differ from those required in the Export Control (Fish and Fish Products) Rules 2021.
3.1 Live fish
Ukraine has no known specific requirements for the preparation of live fish that differ from those required by the Export Control (Fish and Fish Products) Rules 2021.
3.2 Non-viable fish
Ukraine has no known specific requirements for the preparation of non-viable fish that differ from those required by the Export Control (Fish and Fish Products) Rules 2021.
3.3 Crocodile
There is no agreed certification for import of crocodile meat into Ukraine.
3.4 Packaging
Ukraine has no known specific requirements for packaging, that differ from those required by the Export Control (Fish and Fish Products) Rules 2021.
3.5 Labelling
Ukraine has no known specific requirements for labelling, that differ from those required by the Export Control (Fish and Fish Products) Rules 2021.
3.6 Shelf life
Ukraine has no known specific requirements for shelf life that differ from of the relevant Export Control (Fish and Fish Products) Rules 2021.
4.1 Shipping marks
Ukraine has no known specific requirements for shipping marks that differ from of the relevant Export Control (Fish and Fish Products) Rules 2021.
4.2 Refrigeration, transfer and loadout
Ukraine has no known specific requirements for refrigeration, transfer and loadout that differ from those required by the Export Control (Fish and Fish Products) Rules 2021.
5.1 Import permit
Exporters should confirm with their importer if an import permit is required for their product.
5.2 Port of entry inspection and testing
Temporary suspension of FXUA01 (18/12/2020)
- The department is aware that Ukraine’s Ministry for Development of Economy, Trade and Agriculture has approved and implemented a number of new health certificate templates for use by countries which export food, feed and animal by-products to Ukraine.
- Due to the implementation of these new templates, the department understands that current Australian health certification used for the export of seafood to Ukraine is no longer accepted by Ukrainian authorities.
- In light of this, health certificate - FXUA01 'Veterinary (sanitary Certificate) covering fish, fishery products exported to Ukraine' has been temporarily suspended while the department seeks to clarify certification requirements with Ukrainian authorities.
- The department will not be able to issue health certification for exports of seafood to Ukraine until further notice.
- The department will provide further updates as information becomes available.
6.1 Live fish
Live finfish, bivalves, crustaceans, gastropods, cephalopods and tunicates
For live fish, use an FXUA01 Veterinary (Sanitary) Certificate.
The FXUA01 Veterinary Certificate contains the following attestations:
The undersigned official inspector hereby certifies that:
- The fish and fishery products are free from the following diseases in fresh water fish and molluscs (OIE-list of fish and molluscs)
Fish: Spring viraemia of carp (SVC), Infectious haematopoietic necrosis (IHN), Onchorhynchus masu virus disease, Epizootic haematopoietic necrosis (EHN)
Molluscs: Bonamiosis (Bonamia ostreae, bonamia spp.), Haplosporidiosis (Haplosporidium nelson), Microcytosis (Microcytos mackini, Microcytos roughleyi), Marteiliosis (Marteilia refringens, Marteilia Sydney), Iridovirosis Perkinsosis (Perkinsus marinus, P.Atlanticus, P.Olseni)- This consignment has been found to meet in every respect the requirements on quality and safety, established by the competent authorities of the country of origin, relating to fish and fishery products, with regard to healthy and wholesome fish fit for human consumption, destined for export, and normal time of transport duly considered
- Fish and fishery products covered by this certificate originate from officially approved establishments
- Frozen fish was not defrosted during storage, has the temperature in the muscle thickness not higher than minus 18°C, does not contain means of preserving, is not contaminated by microorganisms and parasites of species or in amounts which can not be accepted in foodstuffs, was not treated by colouring substances, ionizing or ultraviolet rays. Nematodes of the family Anisakidae have been inactivated by the way of freezing to a temperature in the muscle thickness not higher than minus 18°C for at least 24 hours
- Packing material is used for the first time and satisfies the necessary sanitary-hygienic requirements, approved in Australia
6.2 Non-viable fish
Non-viable finfish, bivalves, crustaceans, echinoderms, gastropods, cephalopods and tunicates
For live fish, use an FXUA01 Veterinary (Sanitary) Certificate.

6.3 Crocodiles
There is no agreed certification for import of crocodile meat into Ukraine.
Fish products not for human consumption
1.1 Establishment registration
The Export Control (Fish and Fish Products) Rules 2021 does not regulate fish and fish products not for human consumption. Establishments processing such products are not required to be export registered with the Department unless it is a requirement of the importing country. Exporters are encouraged to confirm the eligibility and import requirements of their product with their importer, or directly with the importing country competent authority prior to export.
Importing countries may require a health certificate be provided for fish and fish products not for human consumption. If a health certificate is required, contact the Department's non-prescribed goods program at NPGExports@aff.gov.au for further information.
